Memorandum
Attached for your approval is a resolution to award a construction contract to Bailey Excavating, Inc. (Bailey), in the amount of $1,360,502.72), for the Third & Mosley Water Main and Resurfacing Project.

Project Description
The existing water mains along Third and Mosley Streets between Main Street and Madison Street are in poor condition and undersized, and thus are in need of replacement. This project will replace the existing water main with approximately 1,710 feet of new water main. The condition of the street surfaces are also in poor condition, and therefore also included in this project is the resurfacing of the streets, replacement of some curb and gutter, and Americans with Disabilities Act (ADA) compliant sidewalk ramps. The construction of the project is scheduled to begin in April of 2022 and to be completed in July 2022.

Plans and specifications were advertised through BidNet (ITB No. 4702). Five bids were received and opened on January 13, 2022. It is advisable and in the best interest of the City to award the contract to Bailey who's bid was in the amount of $1,360,502.72 which is 18% below the Engineer's Estimate.

Bailey submitted all required Responsible Contractor Criteria, Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms; and complies with the requirements of the City's Responsible Bidder, Non-Discrimination, and Living Wage ordinances.

Budget/Fiscal Impact: The current Capital Improvements Plan (CIP) includes funding for the Third & Mosley Water Main and Resurfacing Project (UT-WS-16-05). Total project costs are estimated to be $1,725,000.00 with an estimated spending split of 75% Water Supply System funding and 25% Street, Bridge, and Sidewalk funding.
