Proclamation Honoring City of Ann Arbor Housing Commission Facility & Maintenance Manager Tim Olivier and Miller Manor Resident Vernard Randle

Memorandum

WHEREAS,                     On Friday, January 7, 2022, Tim Olivier was at Miller Manor when he received a phone call from a staff person that there was a woman covered in blood and a man had her pinned against the wall in the 4th floor hallway; and

 

WHEREAS,                      Tim immediately went to the 4th floor and asked the man what was going on, in order to get his attention. When the man turned around, Tim saw that the man also had knives in his waistband. This distraction enabled the woman to get away from the man and she moved to Tim’s right, to get on the elevator.

 

WHEREAS,                     While Tim was checking to see how the woman was doing, the man tried to get around Tim to get to her with a raised crowbar in his left hand. Tim grabbed the crowbar and the man went for a knife with his right hand. At that moment, Miller Manor resident, Vernard Randle, happened to come out of the elevator and as soon as he saw the scene, he made a diving tackle and all 3 men fell to the floor.

WHEREAS,                      Tim and Vernard were able to get the knife and crowbar out of the man’s hands and kept him pinned to the ground while Tim called 911 and the police arrived.

WHEREAS,                     The quick decision-making actions taken by Tim and Vernard prevented further physical harm to a woman who was being physically threatened; and

 

WHEREAS,                     Their actions are a testament to the character of the Ann Arbor community.

 

NOW THEREFORE, I, Christopher Taylor, Mayor of Ann Arbor, Michigan, do hereby commend City of Ann Arbor Housing Commission employee Tim Olivier and Miller Manor resident Vernard Randle for their quick intervention and decisive actions that helped prevent further harm to a community member on Friday, January 7, 2022.
