Memorandum
Attached for your approval is a resolution to authorize the award of a construction contract to Anglin Civil, LLC, in the amount of $958,793.99 for the dredging of the stormwater detention ponds at the Wheeler Facility. The resolution also appropriates $650,000.00 from the Stormwater Sewer System Fund Balance.
There are several ponds at the Wheeler Facility, collecting stormwater runoff from various operations and facilities on-site. Specifically:
Transfer Station Pond Solid Waste Related Activities
South Compost Pond Solid Waste Related Activities
North Compost Pond Solid Waste Related Activities
Landfill Pond General Stormwater
Maintenance Building Pond General Stormwater
Dredging stormwater detention ponds is a typical maintenance activity that improves the performance of the pollutant-removal and sediment capture of the ponds. This project will remove an estimated 14,400 cubic yards of sediment from the ponds. Due to pollutants captured in the soils, the dredged soils will be disposed of in a landfill.
Construction will begin in mid-February 2022 and conclude by early Spring 2022, weather dependent.
The total construction project cost is estimated at $1,100,000.00 including construction engineering.
Budget/Fiscal Impact: The approved Capital Improvements Plan includes MF-SW-21-01 for Pond Dredging Capital Maintenance and partial funding is approved in the Solid Waste Capital Budget. The Stormwater portion of the project was not included in the Capital Improvement Plan/Capital Budget; therefore, an appropriation of $650,000.00 is necessary to fund the Stormwater portion of the project.
Maintenance of Traffic
As the ponds at the Wheeler Facility are behind facility gates, the project will not have a traffic impact. However, the contractor will be coordinating with Public Services staff to allow for continued compost activities.
Bidding
The City advertised this contract and received six bids on March 30, 2021. The lowest responsible bidder was Anglin Civil, LLC with a bid of $958,793.99. Attached is a summary of the bids.
Anglin Civil, LLC complies with the City of Ann Arbor Non-Discrimination, Responsible Bidder and Living Wage Ordinances.

Whereas, The Wheeler Facility Ponds Dredging Project includes 5 stormwater detention ponds at the Wheeler Facility;
Whereas, The Wheeler Facility Ponds Dredging Project will improve the performance of the stormwater detention ponds that service operations at the Wheeler Facility, including the Compost Operations, Waste Transfer operations, and general Stormwater Management on the property;
Whereas, Bids were received by the City’s Procurement Office on Tuesday, March 30, 2021, and Anglin Civil, LLC was the lowest responsible bidder at $958,793.99;
Whereas, Funding is available in the approved Solid Waste Fund Capital Budget, and the Stormwater Sewer System Fund Unobligated Fund Balance;
Whereas, The contract sets forth, among other things, the services to be performed by said company, and the payments to be made by the City therefore, all of which are agreeable to the City;
Whereas, It is appropriate now to enter into a contract with said company for said construction project; and
Whereas, Anglin Civil, LLC complies with the City of Ann Arbor Non-Discrimination, Responsible Bidder and Living Wage Ordinances;
RESOLVED, That City Council approve a construction contract with Anglin Civil, LLC in the amount of $958,793.99 for the Wheeler Facility Ponds Dredging Project (ITB 4665);
RESOLVED, That the existing Detention Pond Capital Maintenance Project expenditure and revenue budgets be increased by $650,000.00 with the source of funding being the appropriation of Stormwater Sewer System Unobligated Fund Balance in the amount of $650,000.00;
RESOLVED, That the funding be available without regard to fiscal year until project completion;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney and approval as to substance by the City Administrator;
RESOLVED, That a contingency amount of $ 95,879.39 be established within the project budget and that the City Administrator be authorized to approve additional change orders to the construction contract with Anglin Civil, LLC not to exceed $95,879.39 in order to satisfactorily complete this project; and
RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this resolution.
