Attached for your review and approval, please find a resolution to approve an agreement between the City and the Michigan Department of Transportation (MDOT) for Split Cycle Offset Optimization Technique (SCOOT) traffic signal control system work along Packard Road from Stadium Boulevard to Eisenhower Parkway. The agreement is required so that this project can be performed as a federal aid project.

The project is the expansion of the most modern SCOOT traffic adaptive signal control, which the City already uses on some of the streets, which optimizes signal settings each cycle in real time. The project adds SCOOT control to Packard Road signals. The project includes delivery and installation of some computer software, hardware to local intersections, replacement of signal controllers and installation of system traffic detectors.

The SCOOT installation plans were prepared by the City staff and submitted to MDOT for their November 6, 2009 bid letting. The engineer’s estimate of the construction cost is $161,500.00, with $24,200.00 for the construction inspection for a total project cost of $185,700.00. Federal American Recovery and Reinvestment Act Funds (ARRA) will pay for the project cost up to the amount of $300,000.00.

Project construction is scheduled to begin in March 2010 and continue until July 2010. Like all such projects, MDOT will award the construction contract and the City of Ann Arbor will act as the project engineer.

One requirement for this type of project is that the City enters into an agreement with the State stipulating the funding split and other rights and responsibilities of the parties. It is the same form of agreement that we have used on other federally funded projects.
