Memorandum
This resolution is drafted at the request of the Michigan Department of Transportation (MDOT) for the designation of an authorized City official to approve and sign both cost agreements for traffic signal maintenance along MDOT's trunk lines and Municipal Trunk Line Maintenance Contracts in the City of Ann Arbor.
 
The City of Ann Arbor has maintained MDOT's trunk lines in the City limits, including traffic signals, with standard cost sharing formulas in place for many years.  The City invoices MDOT for its share of the maintenance costs.
 
The maintenance cost agreements for traffic signal controls are based on the percentage of expense and on the basis of number of signalized directions.  For instance, in the case of a four-legged signalized intersection with two state trunk line legs and two City legs, maintenance cost is split 50-50 between the MDOT and the City.  An example is attached.
 
The Municipal Trunk Line maintenance contract is a standard agreement between the City of Ann Arbor and the State of Michigan for annual maintenance of the trunk lines within the City.  The City maintains the Trunk Lines and quarterly invoices the State of Michigan for its share of the maintenance.  The contract typically is a five year agreement with an annual review.  An example is attached.
 
On May 16, 2005 the City Council designated Homayoon Pirooz, P.E. as the  Street Administrator for the City of Ann Arbor in all transactions with the Michigan Department of Transportation as provided in Section 13 of Public Act 51 of 1951. With this resolution, we ask City Council to further authorize Homayoon Pirooz, P.E. as the City of Ann Arbor Authorized Official to enter into traffic signal control cost agreements and Municipal Trunk Line Maintenance Contracts with the Michigan Department of Transportation within the City of Ann Arbor.

Whereas, The City of Ann Arbor has been maintaining the Michigan Department of Transportation (MDOT) trunk lines, including traffic signals, in the City limits;
 
Whereas, The City of Ann Arbor has been reimbursed by the MDOT for its share of the City services for the maintenance of the Trunk Lines;   
 
Whereas, City Council approved a Five Year Municipal Trunk Line Maintenance Contract on July 6, 2009, Resolution No. R-09-288;
 
Whereas, It is time to renew the cost sharing agreement with the Michigan Department of Transportation for maintenance of the same traffic signals;
 
Whereas, The MDOT requires the City Council's formal approval of an authorized City official for the execution of the said maintenance agreements and contracts; and
 
Whereas, On May 16, 2005 the City Council designated Homayoon Pirooz, P.E. as the Street Administrator for the City of Ann Arbor in all transactions with the State Transportation Department as provided in Section 13 of Public Act 51 of 1951;
 
RESOLVED, That the City Council, by this resolution, authorizes Homayoon Pirooz, P.E. as the City of Ann Arbor Authorized Official to enter into traffic signal cost agreements and Municipal Trunk Line Maintenance Contracts  with the Michigan Department of Transportation; and
 
RESOLVED, That the City Administer be authorized to take the necessary actions to implement this resolution.
