Resolution to continue the Moratorium on the Installation of New Parking Meters
Body
Whereas, The City of Ann Arbor Downtown Plan outlines that economic vitality could be and should be accommodated without destabilizing areas now zoned residential;
 
Whereas,  Tt is necessary to understand the unique challenges the near downtown neighborhoods confront as they strive to maintain a high quality of residential life despite the impacts caused by their proximity to the commercial core;
 
Whereas, The installation of parking meters in residential neighborhoods represents a commercialization of those neighborhoods and a contributor to eroding an intact residential identity;
 
Whereas, City Council recognizes the strong desire of the residents in these neighborhoods to permanently prohibit the installation of such meters;
 
Whereas, The installation of these meters was estimated to contribute $380,000.00 to the City's General Fund in FY 2010;
 
Whereas, Other measures have already been identified and approved that will generate replacement revenue for FY 2010 of $172,500.00;
 
Whereas, Additional new measures have been identified that will further close any anticipated gap to the general fund; and
 
Whereas, Further identification of possible new revenues sources or expense reductions will continue until the gap is closed;
 
Resolved, That the current moratorium on the installation of new parking meters will be extended until December 14, 2009.
