Memorandum

Attached for your review and consideration is a resolution to approve a Professional Services Agreement with Wade Trim Associates, Inc. for $449,034.00 for the engineering design of the State and Hill Streets Improvements Project.

 

The State and Hill Streets Improvements Project, is a composite of several identified Capital Improvements Plan (CIP) projects including:

State Street

                     Water main consolidation; S. University to Hill and Dewey to Granger

                     Resurfacing; S. University to Packard and Hoover to Granger

                     Separated two-way bike facility

                     Crosswalk and lighting improvements, S. University to Granger

Hill Street

                     Water main replacement; Fifth Ave. to State Street

                     Resurfacing; Fifth Ave. to Church Street

                     Safety improvements; Fifth Ave. to Forest Avenue

 

On September 24, 2021, a request for proposal (RFP No. 21-27) was issued, which included the engineering services to design, permit, and bid construction documents through the Michigan Department of Transportation’s (MDOT) Local Agency Program for the State and Hill Streets Improvements Project. Proposals were received from five consultants on October 21, 2021. A team of staff members reviewed the proposals and selected Wade Trim based on their professional qualifications, past involvement with similar projects, proposed work plan, and fee quotations.

 

In addition to the engineering design, the State and Hill Streets Improvements Project has numerous key components for which the consultant will also be responsible, including public engagement, coordination with stakeholders, and navigating the MDOT review and bid letting processes.

 

Budget/Fiscal Impact:  Funding for this work is available in the approved Public Services Area Capital Budgets. The identified projects include TR-SC-18-08 and TR-SC-22-18 (Street Millage - 59%); UT-WS-18-56 and UT-WS-16-30 (Water Supply System - 38%); and, TR-OT-22-03 (Act 51-Major Street Fund - 3%) that comprise the State and Hill Streets Improvements Project.

 

Wade Trim Associates, Inc. complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances

Whereas, It is necessary to resurface the existing roads, replace or consolidate water mains, and improve safety features to ensure a safe and reliable infrastructure;

 

Whereas, It is necessary to retain the services of a professional engineering firm to perform the design engineering tasks and needed public engagement associated with the project;

 

Whereas, In response to RFP No. 21-27, the City received five proposals and selected Wade Trim Associates, Inc. based on their professional qualifications, past involvement with similar projects, proposed work plan, and fee quotations;

 

Whereas, Wade Trim Associates, Inc. complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances; and

 

Whereas, Funding for the State and Hill Streets Improvements Project is available in the appropriate approved following Public Services area Capital Budgets,TR-SC-18-08 and TR-SC-22-18 (Street Millage - 59%); UT-WS-18-56 and UT-WS-16-30 (Water Supply System - 38%); and, TR-OT-22-03 (Act 51-Major Street Fund - 3%);

 

RESOLVED, That the City Council approve a Professional Services Agreement with Wade Trim Associates, Inc. in the amount of $449,034.00 for design of the State and Hill Streets Improvement Project (RFP 21-27);

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator;

 

RESOLVED, That the City Administrator be authorized to approve amendments to Wade Trim Associates, Inc.’s professional services agreement up to $45,000.00 in order to satisfactorily complete the project; and

 

RESOLVED, That the Interim City Administrator be authorized to take the necessary administrative actions to implement this resolution.
