Resolution to Authorize the Purchase of One Wood Chipper from Bandit Industries Inc. (MiDeal - $35,300.00)
Memorandum
The attached resolution authorizes the purchase of one new Bandit Model 90XP brush and wood chipper at a total cost of $35,300.00 through the State of Michigan MiDeal cooperative purchasing program (#190000000301) for use by the Community Services Area, Park Operations.
The proposed wood chipper will replace a 2001 Bandit 90W wood chipper (#6916) with unknown hours of use and which is beyond its useful life. The wood chipper is used by Park Operations staff to maintain park grounds and open spaces in the City. This unit is designed to handle small to medium sized brush and limbs which allows Park Operations staff to quickly maintain their properties without needing to coordinate for chipping with the City’s Forestry unit. This is a tow behind vehicle.
Bandit Industries Inc. was awarded contract number 190000000301 by the State of Michigan MiDeal cooperative purchasing program for Brush Chippers, Stump Grinders and Related Forestry.
Bandit Industries Inc. complies with the requirements of the City’s conflict of interest and non-discrimination ordinances.
Budget/Fiscal Impact: Adequate funding for the purchase of this equipment is available in the FY22 Fleet Services Fund Operations and Maintenance budget.
The new wood chipper will be placed on a 10-year replacement schedule which is consistent with our other pieces of forestry equipment. Park Operations will have an annual replacement cost of approximately $4,150.00.
Green Fleet Policy: At their November 3, 2021 meeting, the Green Fleet Committee approved the need for the replacement of this equipment, that the proposed replacement is consistent with the Green Fleet Policy and recommended the approval of this resolution. The Sustainability and Innovations Manager has concurred with the actions of the Committee.

Whereas, The Fleet & Facilities Unit needs to purchase replacement equipment for the City’s fleet;
Whereas, Competitive bids were received by the State of Michigan MiDeal cooperative purchasing program and Bandit Industries Inc. was awarded contract number 190000000301 for Brush Chippers, Stump Grinders and Related Forestry;
Whereas, Bandit Industries Inc. complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinances; and
Whereas, Adequate funds for the purchase of this equipment are available in the approved FY2022 Fleet Services Budget;
RESOLVED, That City Council approve the issuance of a purchase order to Bandit Industries Inc. for the purchase of one new Bandit Model 90XP Wood Chipper in the amount of $35,300.00;
RESOLVED, That funds for the purchase of this equipment comes from the FY2022 Fleet Services budget with funds to be available without regard to fiscal year;
RESOLVED, That the equipment being replaced (no. 6916) be sold at the next City vehicle auction after the equipment is removed from service; and
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
