Resolution to Approve the Purchase of a Mini Rear Load Refuse Truck from Fredrickson Supply LLC (CoPro+ - $127,074.00)

Memorandum

The attached resolution authorizes the purchase of one Loadmaster Elite 8 cubic yard rear load refuse body on a Ford F-550 chassis for a total cost of $127,074.00 through the CoPro+ (Michigan Association of Counties) cooperative purchasing contract #2018-WR-060-F for use by the Public Services Area, Public Works Unit.

 

The refuse truck listed in this resolution will replace an existing 2014 Hino 195 mini refuse truck (#6624) with 13,452 hours of use which has exceeded its useful life. The Public Works Unit uses the mini refuse truck to access small, tight, hard to get to areas that need service.  The primary focus of this truck is servicing parks and recreational facilities throughout the City.  In addition, the truck services dead end roads in the City on a weekly basis. Since this is the only mini refuse truck operated by the City, maintaining a reliable piece of equipment is important.

 

Fredrickson Supply LLC, Grand Rapids, Michigan was awarded contract #2018-WR-060-F by the Michigan Association of Counties CoPro+ cooperative purchasing program.  

 

Fredrickson Supply LLC complies with the requirements of the City’s Conflict of Interest and Non-Discrimination ordinances.

 

Budget/Fiscal ImpactBased on the use and condition of this truck, it is being replaced at 8 years instead of the planned 10 years.  Adequate funding for the purchase of this vehicle is available in the FY22 Fleet Services Fund and the FY22 Solid Waste Fund Operations and Maintenance budgets .

 

The new mini refuse truck will be placed on a 7-year replacement schedule which is consistent with our other refuse trucks. This is a reduction from the current 10-year replacement schedule which is too long based on the amount of use this truck gets.  The Solid Waste Fund will have an annual replacement cost of approximately $19,800.00.

 

Green Fleet Policy:  On October 6, 2021, the Green Fleet Committee approved the need for the replacement of this asset, that the proposed replacement is consistent with the Green Fleet Policy and recommended the approval of this resolution.  The Sustainability and Innovations Manager has concurred with the actions of the Committee.

Whereas, The Fleet & Facilities Unit needs to purchase a replacement refuse truck for the City’s fleet;

 

Whereas, Competitive bids were received by the Michigan Association of Counties CoPro+ cooperative purchasing program and Fredrickson Supply LLC, Grand Rapids, MI, received the contract for refuse trucks;

 

Whereas, Fredrickson Supply LLC complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinances; and

Whereas, Adequate funds for the purchase of this equipment are available in the approved FY2022 Fleet Services Budget ($121,018.00) and FY2022 Solid Waste Fund ($6,056.00)Operations and Maintenance Budget;

 

RESOLVED, That the City Council approves the issuance of a purchase order to Fredrickson Supply LLC for one Loadmaster Elite 8 cubic yard rear load refuse body on a Ford F-550 chassis in the amount of $127,074.00;

 

RESOLVED, That funds for this purchase in the amount of $121,017.60 are to be available without regard to fiscal year;

 

RESOLVED, That the vehicle being replaced (no. 6624) be sold at the next City vehicle auction held after the vehicle is removed from service; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
