Memorandum
Please find attached for your consideration a resolution that authorizes a contract with Premier Truck Sales & Rental, Inc. for the rental of six rear load refuse trucks for use in the City's fall leaf collection program.  
 
This year's leaf collection program is scheduled for the period October 19th through December 4th.  To improve program efficiency, we rent rear load refuse trucks in place of using dump trucks for leaf removal.  Refuse trucks have "packers" (compaction equipment) which allows us to haul 65 more yards of leaves per load, thereby reducing the amount of time required for leaf removal.  
 
The Fleet and Facilities Unit of the Public Services Area solicited bids for the truck rentals.  Three requests were sent out and all responded.  
 
Rantoul Truck Center - no quote - unable to supply trucks at this time
Premier Truck Sales & Rentals, Inc. - 6 trucks - $11,000.00/truck - $66,000.00
Bell Equipment Co.       - 6 trucks - $11,040.00/ truck - $66,240.00
 
Funds were budgeted and are available in the FY2010 operations & maintenance budget of the Solid Waste Enterprise Fund.
 
Included in this resolution is a contingency of $16,500.00 for up to two additional weeks of rental based on a weekly rental rate of $1,375.00 per truck.

Whereas, The City of Ann Arbor will need to rent rear load refuse trucks for use in the fall leaf collection program;
 
Whereas, Competitive bids were received by the Fleet and Facilities Unit of the Public Services Area and Premier Truck Sales & Rental, Inc. was the lowest responsible bidder;
 
Whereas, Premier Truck Sales & Rental, Inc. received Human Rights approval on September 2, 2009; and
 
Whereas, Sufficient funds are budgeted in the Public Services Area Solid Waste Enterprise Fund adopted FY2010 budget;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute a rental contract with Premier Truck Sales & Rental, Inc. in the amount of $82,500.00 after approval as to substance by the City Administrator and as to form by the City Attorney; and
 
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution.
