Memorandum
Attached for your consideration is a resolution that authorizes a one-year contract in the amount of $520,000.00 with Doan Construction Co. for ADA Corner Ramp replacements throughout the City.  The resolution also authorizes an option to extend the contract with Doan Construction Co. for two additional one-year periods for a total of $1,560,000.00 with the same terms and conditions subject to the annual appropriation of funds in FY11 and FY12.  
 
The contract is a unit price contract for corner ramp replacements at various locations throughout the City.  The contract quantities are based on the re-design of ramps that were constructed between 1992 and 2004. The work is for corner ramps ADA compliance as part of the Consent Decree with the Center for Independent living.
Requests for bids were posted online and bids were received from five contractors. After evaluating the bids, Staff determined that the prices were competitive and recommends Doan Construction Co. to be awarded the contract.  The bid tabulation is attached.  Funding for this work is budgeted in the approved Public Services Area, Street Millage Capital Budget for FY10.
 
Doan Construction Co. received Human Rights approval on September 15, 2009, and pays their employees a "living wage".

Whereas, Sealed bids for Miscellaneous Concrete Repairs were received in August  2009, and Doan Construction Co. was the lowest responsible bidder;
 
Whereas, The Public Services Area recommends approval of a one-year contract with Doan Construction Co., with the option to extend the contract for two additional one-year periods under the same terms and conditions;
 
Whereas, $520,000.00 is available in the FY10 Public Services Area, Street Millage Capital Budget for the scheduled ADA Corner Ramp Replacements throughout the City; and
 
Whereas, Doan Construction Co. received Living Wage and Contract Compliance approval on September 15, 2009;
 
RESOLVED, That City Council approve a contract, per Bid No. ITB - 4045, with Doan Construction Co., in the amount of $520,000.00 for one year with the option for the City Administrator to extend the contract for two additional one-year periods for Corner Ramp Replacements upon appropriation of the necessary funds in the FY11 and FY12 street millage capital budgets for a total estimated amount for the three years of $1,560,000.00;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract and the extensions thereof after approval as to form by the City Attorney and approval as to substance by the City Administrator; and
 
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution.
