The attached resolution proposes to establish a new DDA Sunday Service fee and update the fee schedule for the solid waste franchise service fees.

On Monday, June 21, City Council approved an amendment of the current Waste Management franchise collection contract R-21-237 which provides a cost savings from direct transport of refuse to the Woodland Meadows landfill and offers an expanded Sunday service option in the downtown.

The cost savings for direct transport of refuse to the Woodland Meadows landfill will result in an overall price decrease for all businesses paying for solid waste franchise services resulting in an adjustment to the FY 22 Franchise Fees (R-21-159).

The expanded service offers Sunday service for a flat fee for compacting and front load dumpster containers up to 8-yards. Waste Management requires a minimum of 20 dumpsters to offer this expanded service option. The City will work with the Downtown Development Authority (DDA) for a list of interested businesses and dumpster locations that would be willing to pay for the Sunday service.

The Sunday service fee and price adjustments to the current solid waste franchise fees will commence after approval of this resolution and will not be retroactive.

Budget/Fiscal Impact: The net impact of the new fee and fee revisions is estimated to be a decrease of $53,637.00. This impact was calculated using the number of instances a fee or charge was assessed in Fiscal Year 2020 and the minimum of a 20 dumpster instance for the New DDA Sunday Service Fee.
