Resolution to Appoint Marti Praschan as the City of Ann Arbor Controller and Chief Financial Officer
Memorandum
The attached resolution provides for the appointment of Marti Praschan as the City of Ann Arbor Controller and Chief Financial Officer, effective April 6, 2021. Because Matt Horning is currently serving in these roles and his employment was never considered to be permanent, the city completed a full recruitment process which resulted in Ms. Praschan selection. Pursuant to the City's Municipal Code, Chapter 4, Section 1:31, the City's "Chief Financial Officer shall be the Controller of the city and shall perform such other duties as may be prescribed by law and by ordinance and resolution of the City Council."

Ms. Praschan presently serves as the Chief of Staff for the Public Services Area and has provided expert oversight of financial matters for many years. She comes to the position with familiarity of the City's financial condition and knowledge of its operations. Ms. Praschan has a Bachelor of Science from Cleary University.

Tom Crawford, as the City Administrator, recommends Ms. Praschan be appointed the permanent CFO and Controller position.

Whereas, Matt Horning is the City's Interim Controller and Chief Financial Officer ("CFO");

Whereas, When Mr. Horning was appointed as the City's Interim Controller and Chief Financial Officer, the appointment was not intended to be permanent;

Whereas, Mrs. Praschan is qualified to serve as CFO and Controller because of her experience as Chief of Staff for the Public Services Area, her past experience in a variety of city positions in finance, and her education;

Whereas, Section 12:1(b) of the Ann Arbor City Charter provides that the City Controller shall be appointed by the City Council on recommendation of the City Administrator...
