Memorandum

Attached is a resolution to close East Washington Street between Fletcher and Thayer to display a street art mural to honor the 2021 graduating class of the University of Michigan Penny W. Stamps School of Art and Design on Sunday, April 25, 2021 (12:00 AM) through Sunday, May 2, 2021 (11:59 PM).

 

The applicant, the STAMPS and U-M Commencement Planning Team, has provided the following information to ensure COVID compliance: “This is a passive, temporary public art display honoring the graduating class of 2021, not an organized event . We will not be asking students to participate or gather at any point while the mural is on display.  We are not advertising, soliciting or promoting this as a gathering. There will be no tables or chairs at the site and there will be signage reminding the viewers to remain masked and maintain a social distance of at least 6’ from other viewers. The intention is for the viewer (campus or city residents) to pass by, admire the work, and snap a photo. We are asking for road closure to preserve the mural during the week of U-M Spring Commencement.”

 

A similar endeavor was initiated by the DDA at State Street and North University in the summer of 2020, but did not require a street closure.  The clean-up plan for this event involves the use of chalk-paint which will naturally deteriorate as a result of pedestrian and vehicular traffic.  If further removal is required, a non-toxic, sewer-safe solvent can be used to fully remove the mural  This closure will have minimal impact to City traffic.

Whereas, The City has received a request from the University of Michigan Penny W. Stamps School of Art and Design to close East Washington Street between Fletcher and Thayer Streets beginning on Sunday, April 2021 at 12:00 AM through Sunday, May 2, 2021 at 11:59 PM to display a street art mural to honor the 2021 STAMPS graduating class;

 

Whereas, Gathering will not be allowed, no tables or chairs will be at the site and signage will be displayed to remind viewers to remain 6’ apart from other viewers while the mural is on display to remain COVID compliant; and

 

Whereas, A clean-up plan has been submitted to ensure the full removal of the mural prior to May 2, 2021 at 11:59;

 

RESOLVED, That East Washington be closed between Fletcher and Thayer Streets beginning on Sunday, April 2021 at 12:00 AM through Sunday, May 2, 2021 at 11:59 PM to display a street art mural to honor the 2021 STAMPS graduating class.
