Memorandum
The attached resolution requests authorization to amend the Professional Services Agreement with Sanborn Map Company, Inc. (Sanborn) for GIS data development.
 
The City of Ann Arbor's stormwater rates are based on the impervious area of parcels.  The calculation of the city's impervious area is determined by collecting aerial infrared photography and using the data to develop ortho-images that are incorporated into the city's GIS.  This aerial photography and data development was last collected in 2007.  In order to accurately capture impervious area and periodically adjust stormwater rates, the aerial ortho-imagery must be updated on a routine basis.  
 
On January 20, 2009, the City of Ann Arbor published an Invitation to Bid (ITB #3990) to collect the aerial photographs and develop the data into an ortho-imagery format compatible with the City's GIS.  Of the five bids received, Sanborn was the lowest bidder. On March 2, 2009, the City of Ann Arbor awarded a contract to Sanborn to collect the aerial photographs ($21,716). The City delayed approval of the ortho-imagery data development phase until the aerial photographs were collected and found acceptable for data development.
 
Sanborn has collected the aerial photographs, and the City finds them acceptable and ready for data development.  As such, the current contract with Sanborn must be amended to include the data development phase of the project. The proposed amendment will increase the cost of the Sanborn contract and project budget by $10,275.00, for a not-to-exceed project total of $31,991.00. The $10,275.00 needed for this amendment is available in the FY2010 Information Technology Fund (Fund 0014) Operating Budget.  
 
Sanborn received Human Rights approval on January 14, 2009, and complies with the Living Wage Ordinance.

RESOLVED, That City Council approve Amendment No. 1 to the Agreement between the City and the Sanborn Map Company, Inc. for development of GIS data for use by the Stormwater Utility at a cost of $10, 275.00 for a total project not to exceed amount of $31,991.00 for GIS data development to be expedited during the term of the contract without regard to fiscal year;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the Amendment 1 to the Agreement between the City and the Sanborn Map Company , Inc to develop GIS data for use by the Stormwater Utility following approval as to substance by the City Administrator, and approval as to form and content by the City Attorney; and
 
RESOLVED, That City Council authorize the City Administrator to take necessary administrative actions to implement this resolution.
