Attached for your review and approval, please find a resolution that awards a construction contract to Inland Water Pollution Control, Inc. for the Swift Run Sewer Lining Project.

This project consists of lining approximately 4,050 feet of 15-inch, 18-inch, 21-inch and 24-inch sanitary sewer beginning at Glencoe Hills Drive and West Clark Road and extending west along Shetland Drive, across the US-23, and terminating at Huron River Drive. In addition, the project will line 15 sanitary sewer manholes to aid in limiting stormwater infiltration into the sanitary sewer system. Lining is a trenchless technology which enables the pipe to be repaired without disturbing the surface above. The lining of this sanitary sewer is critical to extending the service life of these pipes. The project is expected to begin in March 2021.

While the majority of the project limits are outside of the City of Ann Arbor boundaries, the sanitary sewer being lined begins and ends within the City limits and services City residents, and thus is under the jurisdiction of the City of Ann Arbor.

Plans and specifications were advertised through BidNet (ITB 4651). Four bids were received and opened by Procurement on January 5, 2021. The lowest responsible bid was submitted by Inland Water Pollution Control, Inc. in the amount of $ 868,772.50 which was above the engineer's estimate.

Inland Water Pollution Control, Inc. complies with the requirements of the non-discrimination, responsible bidder, and living wage ordinances.

Budget/Fiscal Impact: The City of Ann Arbor Capital Improvements Plan (CIP) includes the Swift Run Sewer Lining Project (UT-SN-20-08). Funding for the project is included in the approved Sewage Disposal System capital budget.
