Resolution to Appoint a New Emergency Management Coordinator and Establish the Line of Succession to the Emergency Management Coordinator for the City of Ann Arbor

Memorandum

Section 1:327 of the Ann Arbor City Code vests the Mayor with the power to appoint the Emergency Management Coordinator and a minimum of two persons as successors, on the recommendation of the City Administrator and subject to approval of Council. Recent retirements have necessitated the naming of a new Emergency Management Coordinator along with the naming of new successors.

 

The Resolution appoints a new Emergency Management Coordinator and establishes a new line of succession for the Emergency Management Coordinator. Sydney Parmenter is appointed to serve as the Emergency Management Coordinator and in Sydney Parmenter’s absence or unavailability, in order of precedence, the following line of succession will apply to assume the duties of the Coordinator on an interim basis:  Assistant Fire Chief Andrew Box (FD), then Lieutenant Michael Dortch (PD).  Both Assistant Chief Box and Lieutenant Dortch have received Professional Emergency Management Certification through the Michigan State Police.

Whereas, The Emergency Preparedness Act, Public Act 390 of 1976, as amended (the “Act”) authorizes the City to provide for the mitigation, preparedness, response and recovery from natural and human-made disasters;

 

Whereas, City Council has adopted Chapter 15 of the Ann Arbor City Code (the “Code”) to comply with the requirements of the Act and ensure complete and efficient utilization of all City resources during periods of disaster or emergency;

 

Whereas, Section 1:327 of the Code requires the appointment of an Emergency Management Coordinator be established by Resolution;

Whereas, Sydney Parmenter having the necessary experience, qualifications and certifications, was selected for the position of Emergency Management Coordinator;

Whereas, Section 1:327 of the Code requires that a minimum of two successors to the position of Emergency Management Coordinator be appointed and that the line of succession be established by Resolution;

 

Whereas, Recent retirements have necessitated the naming of new successors and a change in the current line of succession;

 

Whereas, Assistant Fire Chief Andrew Box (FD) and Lieutenant Michael Dortch (PD) having the necessary experience, qualifications and certifications to serve in the line of succession for the position of Emergency Management Coordinator, are selected to so serve and in such order;

 

RESOLVED, That the Mayor, upon the recommendation of the City Administrator, appoints Sydney Parmenter as the Emergency Management Coordinator, and City Council hereby approves such appointment;

 

RESOLVED, That the Mayor, upon the recommendation of the City Administrator appoints, and the City Council hereby approves such appointment of, the following individuals to serve as successors to the Emergency Management Coordinator, in the order of precedence named herein, and assume the duties of the Emergency Management Coordinator in the absence or unavailability of the Emergency Management Coordinator:  Assistant Fire Chief Andrew Box (FD) and Lieutenant Michael Dortch (PD);

 

RESOLVED, That the City Administrator retains the authority as stated in Section 1:328 of the Code; and

 

RESOLVED, A copy of this appointing Resolution shall be listed in the City of Ann Arbor’s Emergency Response Plan.
