Resolution to Approve Amendment #1 of the Sub-Contract with the University of Michigan for the Leadership Circle Membership with MCity Project ($52,952.00 increase, total contract value $105,155.00) (8 Votes Required)
Memorandum
This resolution recommends the approval of Amendment #1 of the sub-contract with the University of Michigan for the Leadership Membership with MCity Project and acceptance of the additional funds under the agreement for the City Ann Arbor’s work in support of the project.
The $2.6 million project was originally awarded to the University of Michigan Transportation Research Institute (UMTRI) from MCity (via Regents of the University of Michigan) as a continuation of the USDOT project Ann Arbor Connected Vehicle Test Environment under USDOT Contract No. DTF-H61-15-H-00005; the City of Ann Arbor participated as a partner in the project. Previous City participation in these efforts was approved by City Council via Resolutions R-13-127, R-15-313, R-18-492, and R-19-247. The University of Michigan is requesting the continued support of the City of Ann Arbor in the research and testing environment developed under those projects. Funds for this project are from MCity Leadership Circle Members.
The safety pilot model deployment installed by UMTRI is an important part of USDOT’s Intelligent Transportation Systems safety research program. It involves a large scale test of “Connected Vehicle” technologies in a real world, multimodal setting that UMTRI has established in Ann Arbor. Each participating vehicle was equipped with a mix of integrated, retrofit, and aftermarket Vehicle-to-Vehicle (V2V) and Vehicle-to-Infrastructure (V2I) based safety systems. UMTRI’s program enabled wireless communications among the participating vehicles and between those vehicles and roadside equipment, which in turn generates data. The program determines the effectiveness of connected vehicle safety applications at reducing crashes, and shows how drivers respond to test technologies while operating vehicles. The data collected will be used to enable development of safety applications in vehicles and from traffic controls. Passenger cars, commercial trucks, transit buses, and City vehicles are included in the program
The City’s continued and essential support will include maintenance of the existing equipment, performing any necessary troubleshooting and remediation of issues identified, network support, and enhancing the system as requested to support additional research efforts. The University will reimburse the costs associated for this work.
Budget/Fiscal Impact: The original budget established via #R-19-247 was $52,203.00. The additional support requires an increase of $52,952.00; thereby increasing the total budget to $105,155.00. All costs associated with the project are reimbursed; therefore, there are no identified budget/fiscal impacts.

Whereas, UMTRI is recipient of a grant from various leadership circle members in the amount of $2.6 million for support of a project entitled Leadership Circle Membership with MCity to maintain, operate, and sustain the City test environment that was previously established under the Safety Pilot Model Deployment project and expanded under the Ann Arbor Connected Vehicle Test Environment project in which Vehicle-to-Vehicle (V2V) and Vehicle-to-Infrastructure (V2I) safety applications are tested.
Whereas, The City determined that acceptance of the sub-contract supported the economic development efforts of the city and reinforces Ann Arbor as a community with advanced research for transportation; and
Whereas, the University has requested continued support of the research and testing environment from the City of Ann Arbor in the amount of an additional $52,952.00, thus bringing the total project budget for the City to $105,155.00;
RESOLVED, That City council accept and appropriate additional funding in the amount of $52,952.00 to the Major Street Fund for amendment #1 of the sub-contract support of the University of Michigan’s US Department of Transportation Safety Grant; and
RESOLVED, That the Mayor and city Clerk be authorized and directed to execute said contract and any extension thereof upon approval as to form by the City Attorney, and upon approval as to substance by the City Administrator.
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
