Memorandum
This resolution would endorse SB 241, the Water Shutoff Protection Act, which is a bill sponsored by State Senators Stephanie Chang, Betty Jean Alexander, Jeff Irwin and Paul Wojno. This legislation would protect seniors, families with children, people who are seriously ill or disabled, and pregnant women from shutoffs, and specifies information required to be in water shutoff notices and timelines for shutoff notices to be communicated.
In its meeting on Wednesday, December 16th, the Policy Agenda Committee recommended adoption of this resolution.

Whereas, Water affordability is an emerging and critical issue in our state as water rates increase and the economic stability of families continues to erode;

Whereas, A recent study showed that water bills for residents in the City of Detroit have increased 65% between 2010 and 2018;

Whereas, Another recent study showed that the number of households in America who could find their water bills unaffordable could top 35% in the coming years;

Whereas, This year, SB 241 was introduced and sponsored by State Senators Stephanie Chang, Betty Jean Alexander, Jeff Irwin and Paul Wojno;

Whereas, This legislation would protect seniors, families with children, people who are seriously ill or disabled, and pregnant women from shutoffs, and specifies information required to be in water shutoff notices and timelines for shutoff notices to be communicated; and

Whereas, Council's Policy Agenda Committee recommended adoption of this resolution at their meeting on Wednesday, December 16th;

RESOLVED, The City Council of the City of Ann Arbor hereby endorses and supports SB 241 and directs the City Administrator to communicate this resolution to Ann Arbor area legislators.
