Resolution to Approve the Distribution of the Draft Plan, Ann Arbor Moving Together Towards Vision Zero - City of Ann Arbor Comprehensive Transportation Plan (CPC Recommendation:  Approved - 6 Ayes and 0 Nays)

Memorandum

This resolution approves distribution of the drafted Ann Arbor Moving Together Towards Vision Zero - City of Ann Arbor Comprehensive Transportation Plan.  The plan has been developed through extensive opportunities for public and stakeholder input, and provides 22 Strategies that seek to advance the following Goals and Values:

                     Safety

                     Mobility

                     Accessibility for All

                     Healthy People & Sustainable Places

                     Regional Connectivity

 

These values are intended to guide the City toward two Goals:

 

                     Vision Zero - By 2025, we have all worked together to eliminate fatalities and serious injuries resulting from traffic crashes.

                     Carbon Neutrality - By 2030, we have transitioned to a carbon-neutral transportation system.

 

The distribution of the plan at this time, in advance of public hearings held in conjunction with adoption of the plan, provides a comment period for stakeholders and the City Council to provide feedback or comment to be considered prior to adoption of the plan, which will be forwarded by the Planning Commission to the City Council for approval or rejection.  

 

The following agencies will be asked to comment on the plan:

                     Barton Hills Village Long-Range Planning Committee

                     Pittsfield Township Planning Commission

                     Scio Township Planning Commission

                     Lodi Township Planning Commission

                     Washtenaw County Board of Commissioners

                     Southeast Michigan Council of Governments

                     DTE Energy Services

                     Norfolk-Southern Railroad

                     Ann Arbor Area Transportation Authority

                     Michigan Department of Transportation

                     Washtenaw County Road Commission

                     University of Michigan (non-mandated)

                     Ann Arbor Public Schools/Board of Education (non-mandated)

                     Ann Arbor Downtown Development Authority (non-mandated)

                     Washtenaw County Parks and Recreation Commission (non-mandated)

Whereas, The City Planning Commission and City Council are required to distribute a draft master plan amendment document to adjoining jurisdictions by the Michigan Planning Enabling Act (PA 33 of 2008, as amended);

 

Whereas, The distribution of the draft plan, Ann Arbor Moving Together Towards Vision Zero - City of Ann Arbor Comprehensive Transportation Plan will allow adjoining jurisdictions 63 days to provide comment; and

 

Whereas, The Ann Arbor City Planning Commission, on December 1, 2020, requested that City Council approve the distribution of the draft plan, Ann Arbor Moving Together Towards Vision Zero - City of Ann Arbor Comprehensive Transportation Plan as a component of the City of Ann Arbor Master Plan;

 

RESOLVED, That City Council approve the distribution of the Ann Arbor Moving Together Towards Vision Zero - City of Ann Arbor Comprehensive Transportation Plan as a component of the City of Ann Arbor Master Plan to adjoining jurisdictions and other entities as required by the Michigan Planning Enabling Act; and

 

RESOLVED, That following future approval by the Planning Commission, City Council shall approve or reject the Ann Arbor Moving Together Towards Vision Zero - City of Ann Arbor Comprehensive Transportation Plan as the final step of City adoption of the Plan consistent with Chapter 8, Section 1:183(4) of Ann Arbor City Code.
