Memorandum

Attached for your review and approval, please find a resolution that approves a construction contract between Z Contractors, Inc. and the City of Ann Arbor in the amount of $1,042,460.77 for the City of Ann Arbor Bridge Capital Preventative Maintenance Repair Project.

 

This project consists of performing capital preventative maintenance repairs on several City of Ann Arbor bridges.  Capital Preventative Maintenance repairs are work that is considered more than normal operations and maintenance work that would be performed by the City’s Public Works forces.  The planned work includes repairs to the Fuller Road bridges over the Huron River; the Island Drive bridge over Traver Creek; the Broadway Bridges over the Wolverine Line and Depot Street, and the Huron River; and, repair of the northerly railing attachment points of the Maiden Lane Bridge over the Huron River.

 

More specifically, the repairs to the Fuller Road bridge over the Huron River include chipping and patching deteriorated portions of the barrier wall; installing an epoxy overlay on the bridge decks; repairing the rip-rap along the west bank of the river; and, other minor items.  These bridges were originally constructed in 1993 and 1994.  Work to be performed on the Island Drive bridge over the Traver Creek primarily includes the placement of a concrete wearing course on the existing pre-stressed concrete box beams; replacement of the barrier railing; repairs to the cast-in-place concrete channel lining; and the installation of two storm sewer inlets to facilitate drainage due to the placement of the concrete wearing course.  The Island Drive Bridge was constructed in the early 1960’s.  Work to be performed on the Broadway Bridges includes chipping and patching deteriorated portions of the barrier wall and sidewalks; repairing some of the anchor bolts on the railings; installing an epoxy-based healer/sealer on the bridge decks; and, other minor items. The Broadway Bridges were constructed in 2003 and 2004.  Finally, the northerly railing attachment points of the railings on the Maiden Lane bridge over the Huron River will be repaired by installing new railing anchor posts at the northerly end of the bridge. 

 

Engineering staff supervised the creation of plans and contract documents and bid the project through the City’s Procurement Unit following standard procedures. On November 18, 2020 in response ITB 4647 three bids were received for this work.  Z Contractors, Inc. of Shelby Township, Michigan was determined to be the lowest responsible bidder with a bid amount of $1,042,460.77.

The Engineer’s Estimate for the project’s construction was $1,302,666.25. The lowest responsible bid for this project is 20% below the Engineer’s Estimate.  Upon review of the bids received, the lowest bid conforms with the contract requirements, the contractor has worked on many similar projects in the past, has good references, and a history of successfully completing this type of work.  Consequently, staff recommends awarding this contract to Z Contractors, Inc.

 

Construction is expected to start on, or about, April 15, 2021.  The Contractor has been given until October 26, 2021 to complete all the work of the project.  In order to provide flexibility to the Contractor to encourage more competitive bidding on this project and better regulate the needed inspection services, the Contractor is allowed to determine which bridges shall be worked on and in which order.  However, the Contractor will only be allowed to work in two locations at one time.  In conjunction with this requirement, work on each bridge must be completed within a specified number of calendar days. 

 

Staff will be preparing information sharing materials (letters) for the surrounding property owners and residents, as well as preparing a project webpage that will share relevant project information, schedule, and details well in advance of the work beginning so that residents may adequately prepare for the upcoming work.

 

Budget/Fiscal Impact: The estimated total cost of the project is $1,551,600.00, including design costs already expended within each fund, $80,476.00 from the Street Bridge and Sidewalk Fund and $62,131.00 from the Major Street Fund respectively.  The construction portion of the project will be combined; therefore, requires the balance of the Street Bridge and Sidewalk Millage share, $233,569.00, to be transferred to the existing project construction budget established in the Major Street Fund.  The work of this project will be funded through the approved Public Services Area, Capital Budgets in the following amounts:

 

                     Major Street Fund                     $1,237,555.00

                     Street Bridge Sidewalk Millage Fund                     $314,045.00

                                          Total                     $1,551,600.00

Whereas, The City of Ann Arbor has a Bridge Asset Management Plan that provides guidance for performing repairs to the City’s bridge network in order to keep them in a state of good repair; 

 

Whereas, Engineering Staff has identified several bridges based on our regular inspections and evaluations that indicate that repairs are necessary to be performed at this time in order to ensure longevity and continued good condition of these bridges; 

 

Whereas, Engineering Staff have prioritized performing repairs on these highly travelled roadway corridors areas of the city;

 

Whereas, Funding is available in the appropriate, approved Capital Budgets;

 

Whereas, The City of Ann Arbor received three bids for this work on November 18, 2020 and Z Contractors, Inc. of Shelby Township, Michigan was the lowest responsible bidder for this work with a total bid amount of $1,042,460.77;

 

Whereas, It is now necessary to enter into a contract with Z Contractors, Incorporated for the performance of this work; and

 

Whereas, Z Contractors, Incorporated complies with the requirements of the City’s Non-Discrimination, Responsible Contractor and Living Wage ordinances;

 

RESOLVED, That Council approves a construction contract with Z Contractors, Inc. in the amount of $1,042,460.77 for the City of Ann Arbor Bridge Capital Preventative Maintenance Repair Project (ITB 4647);

 

RESOLVED, That a contingency amount of $104,200.00 be established and the City Administrator be authorized to approve construction change orders not to exceed $104,200.00 in order to satisfactorily complete this project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreements after approval as to substance by the City Administrator and approval as to form by the City Attorney;

 

RESOLVED, That $233,569.00, the Street Bridge Sidewalk Millage Fund project cost share less incurred design costs, be appropriated to the existing Major Street Fund Bridge Capital Preventative Maintenance Repairs Project; thereby, increasing the project expenditure and revenue budgets;

 

RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this resolution, including issuing temporary and permanent Traffic Control Orders and night work authorizations as required for the construction of the project.
