Resolution to Authorize the Purchase of Four Police Motorcycles from BMW Motorcycles of SE MI (ITB # 4646 - $102,456.04)

Memorandum

The attached resolution authorizes the purchase of four 2020 BMW R1250 RTR-P motorcycles at a cost of $25,614.01 each for a total cost of $102,456.04 from BMW Motorcycles of SE MI, Plymouth, Michigan for use by the Police Department.

 

The City’s labor contracts with the Ann Arbor Police Officers Association and the Ann Arbor Police Supervisors require that vehicles used by their members will not be driven more than 80,000 miles or 6 years, whichever comes first. The motorcycles listed on this resolution will replace vehicles that will have reached the contractual limit in the next year.

 

The City issued ITB #4646 for the purchase of police motorcycles and two bids were received from one vendor on October 27, 2020. The vendor provided bids for brand new 2020 models and new 2021 model BMW motorcycles.  Staff reviewed both bids, which met the specifications, and recommended the award of new 2020 models.  BMW Motorcycles of SE MI provided our current motorcycles in 2014 and Fleet and Police staff have been pleased with the product and service levels they provide.

 

The vendor noticed an error in the ITB which called for a single antenna for the radar unit instead of the dual antennae currently used by the City.  The modification for the dual antennae increased the price of each motorcycle by $354.00 which is included in the pricing listed above.

 

BMW of SE MI complies with the requirements of the City’s conflict of interest and non-discrimination ordinances.

 

Budget/Fiscal ImpactAdequate funding for the purchase of the four police motorcycles has been budgeted in the FY21 Fleet Services Fund budget.

 

Green Fleet Policy:  At their October 19, 2020 meeting, the Green Fleet Committee approved the need for the replacement of this vehicle, that the proposed replacement is consistent with the Green Fleet Policy, and recommended the approval of this resolution.  The Sustainability and Innovations Manager has concurred with the actions of the Committee.

Whereas, The Fleet & Facilities Unit needs to purchase replacement motorcycles for the City’s fleet;

 

Whereas, Competitive bids were solicited by the City under ITB #4646 and BMW of SE MI, Plymouth, Michigan was the successful bidder;

 

Whereas, BMW of SE MI complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinances; and

Whereas, Adequate funds for the purchase of these motorcycles in the amount of $102,456.04 is available in the FY21 approved Fleet Services Fund budget;

 

RESOLVED, That the City Council approves the issuance of a purchase order to BMW of SE MI, for four 2020 BMW R1250 RTR-P motorcycles at a price of $25,614.01 each for a total amount of $102,456.04;

 

RESOLVED, That funds for the purchase of this equipment are to be available without regard to fiscal year;

 

RESOLVED, That the motorcycles being replaced (no. 261, 262, 264 and 265) be sold at the next City vehicle auction after the vehicles are removed from service; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
