Memorandum
This memorandum and resolution requests approval of Amendment No. 2 to the general services agreement for electrical and instrumentation services with Utilities Instrumentation Service (UIS) for an additional $160,000.00 through the duration of the Contract (October 2022). Council approved a General Services Agreement for $120,000.00 as part of Resolution No. R-19-424.

In August 2019, the City issued a request for proposals to award one contract for electrical and instrumentation services for a total of up to $120,000.00 through October 2022. The scope or work involves transformer testing, infrared testing of switchgear, testing of medium voltage breakers at City substations and generators, programming and calibration of instrumentation, Supervisory Control And Data Acquisition (SCADA) support and troubleshooting, Programmable Logic Controller (PLC) programming, and tuning and testing of dam and hydroelectric generator controls.

In March of 2019, the Council approved Amendment No. 1 in the amount of $1,280,000.00 to cover electrical and instrumentation services specifically tied to the project of rehabilitating the filter pipe gallery equipment and instrumentation that was damaged in a flood in September of 2019. The project scope and associated budget associated with Amendment No. 1 has been reviewed, negotiated and approved by the City's insurance carrier, AIG, for reimbursement. Amendment No. 1 budget is not intended to be used for general on-site electrical and instrumentation services.
