Memorandum
Attached for your review and action is a resolution to approve a grant agreement from the Michigan Department of Natural Resources Trust Fund (MNRTF) to construct universal access and site improvements at the Argo Livery within Argo Nature Area.

Budget/Fiscal Impact: Funding for this project includes the $300,000.00 grant from the MNRTF and $300,000.00 from the previously approved Park Maintenance and Capital Improvements Millage funds.

Project Description: The improvements to the Argo Livery include a restroom addition and renovations, an accessible kayak launch, an accessible fishing pier, and parking lot improvements. The Park Advisory Commission and City Council approved submitting the grant application in 2019. $300,000.00 was applied for and the full amount was granted.

The project is identified in the Capital Improvements Plan. Design of the project is underway, Planning Commission has approved the site plan, and construction is anticipated to start in the fall of 2021. The approval of the Development Project Agreement will allow the project to move to the next stage of bidding and construction.
PAC recommended approval of this agreement at their September 15, 2020 meeting.
