Resolution to Approve an Amendment to the Reimbursement Agreement with the Federal Aviation Administration for Work Related to the Environmental Assessment Study for the Proposed Safety Extension of Runway 6/24 at the Ann Arbor Municipal Airport ($23,166.67)

Attached for your review and approval is a resolution to approve an amendment in the amount of $23,166.67 to reimbursement agreement AJW-FN-CSA-18-GL-002234 with the Federal Aviation Administration (FAA), approved by City Council in September 2018, for work needed to revise and update the environmental assessment (EA) study for the proposed extension of runway 6/24 at the airport.
The EA study for the proposed safety extension of runway 6/24 at the Ann Arbor Airport has been underway since 2009. As part of the proposed project, runway 6/24 would be shifted 150’ to the southwest to allow for the future widening of the State Road corridor by the Washtenaw County Road Commission. Since there are federally owned navigational aids on this runway, the FAA needs to review the EA study and sign off on the Finding of No Significant Impact. The reimbursement agreement funds the FAA work associated with this review.
The reimbursement agreement approved in 2018 with the FAA was in the amount of $27,914.50, bringing the total to $51,081.17 with this proposed amendment. Those original funds are exhausted and additional funding is necessary as the EA study has continued.
Budget and Fiscal Impact: The reimbursement agreement amendment amount of $23,166.67 will be funded up front by the City utilizing funds budgeted in the approved FY21 Airport Fund Operations and Maintenance budget. Upon completion of the FAA reimbursement agreement, the City can be reimbursed 95% of the actual cost of the agreement through Airport Improvement Program entitlement funds via a grant contract with the Michigan Department of Transportation-Office of Aeronautics. A grant to reimburse the City the initial amount of the reimbursement agreement ($27,914.50) is also on this evening’s City Council’s agenda for consideration.

Whereas, The City has approved an Airport Layout Plan which depicts safety related modifications to runway 6/24 at the Ann Arbor Municipal Airport and has undertaken the preparation of an environmental assessment (EA) study to determine the impacts of these proposed modifications;
Whereas, The Federal Aviation Administration (FAA) has requested an amendment to the approved reimbursement agreement AJW-FN-CSA-18-GL-002234 as additional funding will be needed by the FAA to complete the review of the revised EA document; and
Whereas, Adequate funds for the FAA reimbursement agreement amendment are available in the FY21 Airport Operations and Maintenance budget;
RESOLVED, That City Council approve an amendment in the amount of $23,166.67 to the reimbursement agreement with the Federal Aviation Administration for environmental review services related to the Environmental Assessment work at the Ann Arbor Airport;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator is authorized to take all necessary administrative actions to implement this resolution.
