Resolution to Approve a Professional Services Agreement with ADS Environmental Services for Sanitary Sewer Flow Monitoring Services ($227,520.00)

Memorandum

Attached for your review and approval is a resolution to authorize a Professional Services Agreement with ADS Environmental Services (ADS) for sanitary sewer flow metering services for a three-year period. 

 

Project Scope

The City issued a Request for Proposal (RFP #17-01) in February 2017 for the procurement of twelve (12) sanitary sewer flow meters and to provide flow metering services (installation and maintenance) for a three-year period.   In response to RFP #17-01, three proposals were received.  A review team composed of City staff evaluated the proposals and selected ADS for this work based on their proposal, professional qualifications, past experience, and their competitive fees.

 

The 2017 service contract has expired, and ADS has agreed to hold it’s pricing for an additional three-year period.  In addition, ADS is the sole service provider certified to perform repair work on the existing city owned flow meters.   Therefore, staff is recommending entering into a new three-year service contract with ADS as a sole source to continue with an extension of these services.

 

The contract will enable the City to continue and evolve it’s long-term monitoring of the sanitary sewer collection system which is aligned with the City’s asset management plan and identified as a recommendation from the Citizens Advisory Committee during the Sanitary Sewer Wet Weather Evaluation project.  Monitoring of the collection system allows the City to track system performance, identify locations of wet weather inflow and/or infiltration, and alert staff of blockages prior to sanitary sewer overflows/basement backups from occurring.

 

Budget/Fiscal Impact:  Funding for these services, including a 5% contingency of $111,376.00 is available in the approved FY 21 Operations and Maintenance Budget of the Sewage Disposal System Fund, with additional years being subject to the availability of funding.

ADS complies with the City’s non-discrimination and Living Wage approval ordinances.

Whereas, Long-term flow monitoring of the sanitary sewer collection system was recommended by the Citizen Advisory Committee from the Sanitary Sewer Wet Weather Evaluation (SSWWE) Project;

 

Whereas, ADS Environmental Services of Troy, Michigan submitted a proposal in response to the City’s Request for Proposal (RFP) #17-01 for the flow monitoring services being performed since 2017;

 

Whereas, ADS Environmental Service is the sole service provider of the equipment;

 

Whereas, ADS Environmental Services complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances; and

 

Whereas, Funding for the flow metering services and contingency is available in the FY 21 Approved Sewage Disposal System Fund Operations and Maintenance Budget and additional years are subject to the availability of funding;

 

RESOLVED, That a sole source Professional Services Agreement with ADS Environmental Services in a total amount of up to $227,520.00 be approved for flow metering services for a three-year period;

 

RESOLVED, That a 5% contingency of $11,376.00 be established for equipment repair/replacement parts that may be necessary to provide the services;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator;

 

RESOLVED, That City Council authorizes the City Administrator to approve change orders for equipment repair/replacement parts, up to the amount of the contingency; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
