Resolution to Request that ICPOC Lead an In-depth, Multi-Stakeholder, and Data-driven Review of Public Safety Services and Provide City Council with Reports and Recommendations

Body

Whereas, The City of Ann Arbor is committed to combating all forms of systemic institutional racism, which pervades so many aspects of our society including, without limitation, housing, banking, the economy, education, the criminal justice system, health care, and national, state, and local government;

 

Whereas, The City of Ann Arbor has instituted an Independent Community Police Oversight Commission (ICPOC) to, in part, advise City Council and the Ann Arbor Police Department (AAPD) on policies and practices;

 

Whereas, The City of Ann Arbor and the AAPD is committed to providing professional and disciplined safety services in a manner that is without bias or favor;

 

Whereas, The City of Ann Arbor and the AAPD are committed to collaborating with community partners and ICPOC to provide safety services to meet the needs and values of the Ann Arbor community;

 

Whereas, The City of Ann Arbor will devote proper resources to effectively recruit, train, and administer police officers; and

 

Whereas, The City of Ann Arbor and the AAPD are committed to ensuring that AAPD policies and practices are aligned with the best practices to promote public safety, harm reduction, equal treatment, and positive interactions with community members.

 

Whereas, The City of Ann Arbor is committed to examining the allocation of funds that promote social wellness and safety for all community members;

 

Resolved, City Council requests that ICPOC review current AAPD recruitment, hiring, and training systems and practices used to hire and develop police department professionals;

 

Resolved, City Council requests that ICPOC review current AAPD operations policies and practices, including those that involve the use of force;

 

Resolved, City Council requests that ICPOC review best practices for employing alternatives to armed, sworn police officers, such as Police Social Workers or others involved with crisis intervention;

 

Resolved, City Council requests that ICPOC review the City’s budget, with a particular focus on AAPD’s budget, and provide advice to the City Council on budget priorities to ensure Ann Arbor is safe for all community members;

 

Resolved, City Council requests that ICPOC deliver a report of its findings, which shall include ICPOC’s recommendations with respect to the foregoing;

 

Resolved, City Council requests that ICPOC conduct its review and create its recommendations bearing in mind (i) the specific public safety needs of the Ann Arbor community and (ii) the resources and functions provided by governmental units other than the City of Ann Arbor;

 

Resolved, City Council requests that ICPOC conduct the foregoing review and reporting with the input and participation of a wide variety of stakeholders, including without limitation, community members, educators, and government law enforcement, legal, social service, housing, and mental health professionals;

 

Resolved, City Council requests that the City Administrator provides City Council with a budget recommendation and internal or external staffing sufficient to facilitate and support ICPOC’s efforts with respect to the foregoing; and

 

Resolved, City Council requests that ICPOC provide an update to City Council as to the progress of its review and recommendations every three (3) months, with a goal of producing a final report and recommendations within eighteen (18) months of the date hereof and such interim reports and recommendations as ICPOC believes to be appropriate.
