Resolution to Approve Fiscal Year 2010 Commercial Solid Waste Fees for Roll-Off Containers

Attached for your consideration and approval is the resolution approving new fees for roll-off container services as part of the commercial solid waste franchise for the 2010 fiscal year. The proposed fees are shown in a separate, attached, document. These fees were developed on the basis of data that were provided by the franchise service provider for commercial waste collection, Waste Management. The fees include Waste Managements contracted collection and hauling charge, the City of Ann Arbors transfer and disposal charge on a per ton basis, and an administrative and capital recovery charge applied to the transfer and disposal charge. Based on the analysis of Waste Management information and a review of the current competitive marketplace for roll-off services this new rate structure is being proposed.

These fees replace the roll-off container service fees that were approved earlier this year. At that time, fees were approved for non-compacting roll-off containers serviced on a scheduled basis.

These fees are for “on-demand” roll-off servicing, and are priced on a per-lift basis. Many containers are not serviced on a regular basis, and are serviced only when full. This is fairly common in the industry.

We have also added pricing for compacting roll-off containers. Pricing for these containers will also be on a per-lift basis.
