Resolution to Amend the Administrative Plan Regarding Chapter 15 Special Housing Types
Memorandum
The Ann Arbor Housing Commission's Housing Choice Voucher Administrative Plan details its policies and procedures for the management of its Housing Choice Voucher (HCV) Program. The AAHC periodically revises the Plan to reflect changes in HUD policies and changes in AAHC policies. Staff recommend that the AAHC Board broaden the availability of special housing types such as mobile homes, cooperatives, group homes, congregate housing, and Single Room Occupancy (SRO) for all families instead of just for families who need a reasonable accommodation for a family member with a disability.
The proposed changes are within the following sections: Chapter 15: Special Housing Types:
The PHA may permit a family to use any of the special housing types discussed in this chapter. However, the PHA is not required to permit families receiving assistance in its jurisdiction to use these housing types, except that PHAs must permit use of any special housing type if needed as a reasonable accommodation for a person with a disability. The PHA also may limit the number of families who receive HCV assistance in these housing types and cannot require families to use a particular housing type. No special funding is provided for special housing types.
Current PHA Policy
Families will not be permitted to use any special housing types, unless use is needed as a reasonable accommodation so that the program is readily accessible to a person with disabilities.
Special housing types include single room occupancy (SRO), congregate housing, group homes, shared housing, cooperative housing, manufactured homes where the family owns the home and leases the space, and homeownership [24 CFR 982.601].
Proposed PHA Policy
All households will be permitted to live in any special housing types and a reasonable accommodation will not be necessary.

WHEREAS, The Ann Arbor Housing Commission's Housing Choice Voucher Administrative Plan details its policies and procedures for the management of its Housing Choice Voucher (HCV) Program; and
WHEREAS, The current policy related to special housing types is only allowed as a reasonable accommodation for persons with disabilities; and
WHEREAS, Special housing types include single room occupancy (SRO), congregate housing, group homes, shared housing, cooperative housing, manufactured homes where the family owns the home and leases the space, and homeownership [24 CFR 982.601]; and
WHEREAS, Special housing types should be available to all households without having to request a reasonable accommodation for approval; and
RESOLVED, that the Board of the Ann Arbor Housing Commission approve the revisions to Chapter 15 related to Special Housing Types in the Administrative Plan as described in the memorandum above to takes effect immediately.
