Memorandum
Attached for your review and approval is a resolution to extend the contract with Doan Construction Company (Bid No. 4522) for the Sidewalk Repair Program.

During the past eight construction seasons, the Sidewalk Repair Program has provided repairs to sidewalks throughout the City. Beginning in 2017, the Program returned to neighborhoods repaired in 2012. The attached map shows the areas of the City that will be targeted in 2020.

The Program work included in this agreement consists of the replacement of sidewalk slabs with "vaulted" or "displaced" joints greater than 1 inch in height, and installation of new sidewalk or Americans with Disabilities Act (ADA) compliant ramps.

Doan was the lowest responsible bidder for this kind of work during the last 7 years. Doan's 2018 contract, which was competitively bid that year, allowed for its renewal for two additional years, by mutual agreement, with Doan obliged to hold its bid prices. City staff recommends that Doan's contract be extended for the final one-year period to take advantage of favorable pricing on this contract.

Doan has submitted all required Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City's Non-Discrimination, Prevailing Wage and Living Wage ordinances.

Budget and Fiscal Impact: Funding for the project is included in the appropriate approved capital budgets and comes primarily from the Street, Bridge, and Sidewalk Millage; with some additional funding from the Major and Local Street Funds, Washtenaw County Street Millage, Ann Arbor Area Transportation Authority, Downtown Development Authority, and various departmental budgets within the City of Ann Arbor, depending on the locations at which the work is done.
