Attached for your review and approval, please find a resolution to approve Amendment Number 1 to the Professional Services Agreement (PSA) with Hubbell, Roth and Clark, Inc. (HRC) in the amount of $12,171.00 for performing construction administration for the 2020 Guardrail Improvements Project, for a total amount of $51,350.00.

The City has guardrail in approximately 60 locations, and until now, has addressed their condition reactively (e.g., after a guardrail had been hit). Many of these guardrails have been in service for years, and the standards to which they were built have changed. The City hired HRC, which inventoried and evaluated the guardrails, helped the City prioritize repairs and replacements, and prepared plans for guardrail replacement and upgrades for the 2019 and 2020 construction seasons. Once the 2020 construction work is completed, the City's guardrail system will be fully updated and in good condition.

The attached resolution will extend the contract with HRC to perform construction administration services for the 2020 construction. This work includes engineering support, review and tracking of daily inspection reports, review of contractor payments, and completing the final as-built information for the project.

Budget/Fiscal Impact: Funding for this work is available in the approved Operations and Maintenance Budget of the Major Street Fund.
