Memorandum
Your approval is requested for a General Services Agreement with Utilities Instrumentation Service, Inc. (UIS) in the amount of $143,747.00 to provide electrical preventive maintenance activities on high voltage transformers, switchgears, and motor control cabinets at the City's Wastewater Treatment Plant (WWTP).

The WWTP has ten electrical switchgears, 26 motor control cabinets, and 20 transformers to be tested, exercised, cleaned, and inspected by a National Electrical Testing Association certified technician. The purpose of this preventive maintenance is to ensure the proper operation of high voltage electrical equipment and discover any potential problems before they result in more significant damage. If potential problems are identified during the electrical preventive maintenance activities, they will be corrected to prevent equipment failure that could negatively impact the WWTP's ability to adequately clean and disinfect water before discharging it into the Huron River. If partially treated water is discharged into the Huron River due to electrical equipment failure, it would result in a violation of the WWTP's discharge permit and could expose the City to potential fines of up to $25,000.00 per day per violation from the Michigan Department of Environment, Great Lakes and Energy.

ITB No. 4605 was advertised by the City's Purchasing Department and the following two bids were received and publicly opened on November 22, 2019:

* Premier Power Maintenance $180,004.00

WWTP staff reviewed the bids and recommends that UIS be approved as the lowest responsible bidder to perform the scope of work detailed in ITB No. 4605. In addition,
