Resolution to Approve Amendment No. 1 to the Collaboration Agreement with Community Action Network for the Management of Bryant and Northside Community Centers to Increase Funding from $150,000.00 to $168,150.00 for Fiscal Year 2020 ($18,150.00)

Attached for your review is a resolution to increase funding in the amount of $18,150.00 for Community Action Network’s contract for the management of Bryant and Northside Community Centers for Fiscal Year 2020. This will increase their annual amount from $150,000.00 to $168,150.00 in Fiscal Year 2020.
Community Action Network (CAN) operates the Bryant and Northside Community Centers for the City of Ann Arbor. To do so they receive funding from multiple entities. As part of the City budget process for FY2020, PAC recommended and Council approved an additional $20,000.00 in funding, increasing their total City funding from $130,000.00 to $150,000.00. This was done in large part to increase funding for a program that has grown substantially but whose base funding had remained unchanged since 2012. Unfortunately CAN received a reduction in funding for FY2020 from the Washtenaw County Office of Community and Economic Development in the amount of $18,150.00.
PAC, at their September 17, 2019 meeting voted unanimously to increase CAN’s FY2020 contract amount with the City by $18,150.00 for a total contract amount of $168,150.00. PAC recommended funding this from the FY2020 Parks & Recreation Services operating budget. This additional funding is available because of the Parks “fairness resolution” that increased the Parks operating budget in. This will help ensure that residents are receiving the programs and assistance needed at the Community Centers. Staff concurs with this recommendation.
Increasing the agreement amount also achieves multiple sustainability goals:
• Engaged Community
• Human Services
• Active Living and Learning
• Local Food
Funding for CAN in future fiscal years will remain consistent with original agreement amounts unless additional funds become available.

Whereas, Community Action Network (CAN) has been operating Bryant Community Center and the Northside Community Center since January 2008;
Whereas, CAN is in the 1st year of a 5 year agreement with the City that provides $150,000.00 the first year with a 3% increase in each additional year of the agreement;
Whereas, CAN received a reduction in funding for FY2020 from the Washtenaw County Office of Community and Economic Development in the amount of $18,150.00;
Whereas, The Park Advisory Commission unanimously recommended increasing funding in the amount of $18,150.00 to CAN in FY2020 at their September 17, 2019 meeting;
Whereas, Funding for the additional $18,150.00 is available in the approved FY2020 General Fund Parks & Recreation Services operating budget as a result of the “Parks Fairness Resolution”; and
Whereas, A key goal for PAC in budget development is sustaining facilities and activities for all residents, especially children, low income residents, and seniors, particularly where these services are not otherwise available;
RESOLVED, That City Council approves increasing funding for a Collaboration Agreement with Community Action Network for the management of Bryant and Northside Community Centers from $150,000.00 to $168,150.00 for Fiscal Year 2020;
RESOLVED, That City Council approve the attached Amendment No. 1 to the Agreement between Community Action Network and the City of Ann Arbor revising the compensation amounts;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract amendment after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution including execution of any authorized renewals and any changes or amendments that do not exceed the authorized amounts.
