Resolution to Permanently Relocate Precincts 1-1 and 1-12 from Rackham Graduate School to the Michigan Union at 530 S. Street beginning with the March 10, 2020 Presidential Primary

Memorandum

The City Clerk’s Office has been notified by the University of Michigan that the Michigan Union, located at 530 S. State Street, which has been under renovation for nearly two years, will reopen in January 2020. Precincts 1-1 and 1-12 were moved from the Union to Rackham Graduate School in 2018 due to the construction. At that time, it was planned that Rackham would be a temporary location until the precincts could return to the Michigan Union. The University of Michigan is supportive of the relocation to the Michigan Union, which is centrally located for voters in these precincts and has ample space to accommodate the anticipated large voter turnout in the 2020 Elections.

 

At its meeting on Thursday, December 5, the City Election Commission recommended approval of the proposed permanent relocation of these two precincts in time for the March 10, 2020 Presidential Primary Election.

 

Following approval by City Council, the City Clerk’s Office will mail postcard notices of the polling place change to each affected voter in Precincts 1-1 and 1-12 in addition to other City Communication methods, such as press releases, website posting, and social media. Signage will also be posted at Rackham Graduate School on March 10, August 4, and November 3 alerting voters of the change.

 

The City Clerk’s Office is requesting that City Council authorize the City Clerk and the City Administrator to take any necessary action to implement this resolution.

Whereas, Michigan Election Law, 168.662 (1), requires that the legislative body in each city shall designate and prescribe the place or places of holding an election in the city, and shall provide a suitable polling place for each precinct for use at each election;

 

Whereas, The City Clerk’s Office has been notified by the University of Michigan staff that the Michigan Union at 530 S. State, the permanent polling location of Precincts 1-1 and 1-12 will reopen to the public beginning in January 2020; and

 

Whereas, The Michigan Union has longed served as the permanent polling location for these two precincts;

 

RESOLVED, That City Council approve the permanent relocations of Precincts 1-1 and 1-12 to the Michigan Union, located at 530 S. State Street beginning with the March 10, 2020 Presidential Primary; and

 

RESOLVED, That the City Administrator and the City Clerk be authorized to take all action necessary to implement this resolution and notify affected voters of the changes.
