Resolution to Authorize the Purchase of Heavy Truck and Equipment Repair Parts for the City’s Fleet for Five Years Beginning FY2020

Memorandum

The Fleet and Facilities Unit annually purchases approximately $250,000.00 in repair parts from a variety of smaller or after-market suppliers for use in the City’s heavy trucks and equipment. The majority of these suppliers are normally under $25,000.00 per year but may exceed that amount under certain circumstances.

 

Fleet and Facilities staff have found that receiving competitive verbal or written quotes when the repair parts are needed is the most advantageous and cost effective method of purchase. This method also allows us better flexibility with our parts inventory and when needed, may allow a quicker turnaround on parts for critical vehicles.

 

This resolution will authorize the purchase of heavy truck and equipment repair parts from any parts supplier that complies with the requirements of the City’s Conflict of Interest and Non-discrimination Ordinance and is the lowest responsible bidder.  The primary after-market suppliers of heavy truck and equipment repair parts currently used by the City includes:  

 

Fleetpride Inc., Jackson, MI

Valley Truck Parts, Grand Rapids, MI

Weller Truck Parts, Grand Rapids, MI

AIS, New Hudson, MI

Westman Equipment, Iron Mountain, MI

Spartan Motors, Charlotte, MI

Rowerdink Inc., Grand Rapids, MI

Truckpro, Chicago, IL

D & K Truck Co., Lansing, MI

M & K Truck, Romulus, MI

 

Additional distributors can be added as we become aware of them, provided they comply with the City’s Conflict of Interest and Non-discrimination Ordinance.

 

Budget/Fiscal Impact:  Adequate funds for heavy truck and equipment repair parts have been budgeted in the approved FY2020 Fleet and Facilities Unit Operations and Maintenance budget.  Heavy truck and equipment repair part charges are passed through to the using service units via the fleet rates.

Whereas, The Fleet and Facilities Unit purchases heavy truck and equipment repair parts for the City’s vehicles and equipment; and

 

Whereas, It has been determined that it is advantageous to obtain competitive quotes at the time of heavy truck and equipment repair part purchases;

 

RESOLVED, That City Council approve the purchase of heavy truck and equipment repair parts from any parts supplier that meets the City of Ann Arbor’s Conflict of Interest and Non-discrimination Ordinance requirements and is the lowest responsible bidder;

 

RESOLVED, That City Council authorizes the Fleet and Facilities Unit of the City Administration Service Area to purchase heavy truck and equipment repair parts as necessary using competitive quotes for five years beginning with fiscal year 2020, subject to the availability of funding in subsequent fiscal years; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
