Memorandum
Attached for your consideration is a resolution to approve the closing of Fourth Avenue between Catherine and Ann Streets for the 2019 Kerrytown Kindlefest. The actual event takes place from 4:00 PM to 10:00 P.M. with the additional time to be used for set-up and break-down.

The Sponsor, the Kerrytown District Association is holding its Annual Kindlefest Celebration., This festival typically takes place in the Ann Arbor Farmers Market but for 2019 this request is being made to close Fourth Avenue between Catherine and Ann Streets. This closure would accommodate the increasing crowd size. With this closure, a second tent will be placed within the footprint of the closure and will help to eliminate congested lines and provide a layer of safety for all of the participants. This date coincides with the annual Midnight Madness throughout the business districts of Ann Arbor.

The KindleFest Market, or Christkindlmarkt as known in Germany, features artisans, farmers and retailers selling their holiday wares plus traditional food, mulled wine and beer. Kerrytown District retail businesses will be open late on this evening as they participate in the festivities, offering special holiday bargains. The Kid Zone will be open from 4:00-6:00, featuring fun crafts, games and entertainment, with Santa's arrival at 5:00!

The Sponsor will submit an application for approval from the State of Michigan Liquor Control Commission for temporary sales, service and consumption of alcoholic beverages in the defined areas pursuant to the MLCC regulations.

Notification of the street closing will be provided by the Kerrytown District Association, its website and social media, and the City will post on its website and via GovDelivery.
