Resolution to Amend the Old West Side Residential Parking District - Third Street and Appropriate General Fund Unobligated Fund Balance ($2,000.00) (8 Votes Required)

Memorandum

Attached for your review and approval is a resolution to amend the Old West Side Residential Parking District to include parcels on a portion of Third Street and West Madison Street; from 602 through 631 Third Street and 421 West Madison Street.

 

Streets or sections of street currently signed for “no parking” or other restrictions will remain the same.  The inclusion of a street signed for “no parking” in the District allows residents fronting that street to be eligible to participate, obtain a permit and park on another RPP Designated street within the Old West Side RPP District.

 

The following properties on this block have signed the petition: 602, 609, 610, 615, 616, 620, 623, 624, 625, 628, 630, and 631 Third Street.  Staff has verified that over 60% (12/14 addresses = 86%) approve of this amendment.

 

Funding for the required signage installation was not included in the 2020 General Fund Operations and Maintenance Budget.  Therefore, it is necessary to appropriate the funding for the work.  The estimate for the cost of signage installation is $2,000.00. An annual increase in residential parking permit revenue is estimated to be $800.00.

Body

Whereas, The Old West Side Association worked with their Councilmembers to create a Residential Parking Permit District;

 

Whereas, During the establishment of the Old West Side Parking District the unique residential character of the area and proximity to downtown was recognized;

 

Whereas, The 602-631 block of Third Street and 421 West Madison Street address are within the Old West Side Parking District;

 

Whereas, The Old West Side Association took action and received support from the residents to amend the Residential Parking District to add parcels on Third Street and W. Madison Street (see attached document);

 

Whereas, The intent of the Old West Side Association in requesting establishment of said Residential Parking District was to enable residents within the area of designated parking district area to obtain parking permits and to limit commuter parking on the street;

 

Whereas, The parking changes are noted on the attached map;

 

Whereas, Annual permits are sold to off-set the costs of the program;

 

Whereas, This amendment is estimated to generate an additional $800.00 in annual residential parking permit revenue;

 

Whereas, Cost estimates to install the required signage is $2,000.00, which includes materials, labor, and equipment costs; and

 

Whereas, Funding for the sign installation was not anticipated or included in the FY2020 General Fund Budget;

 

RESOLVED, That $2,000.00 be appropriated from the General Fund Unobligated Fund Balance for the purposes of sign installation; and

 

RESOLVED, That City Council hereby amends the Old West Side Residential Parking District to include the parcels from 600 through 631 Third Street and 421 West Madison Street.
