Memorandum
The attached resolution authorizes carry over and appropriation of $134,870.00 from the Sanitary Sewer System Fund from Fiscal Year 2009 and carries over the funds to the Field Operations Unit's Fiscal Year 2010 budget.  The resolution also authorizes the purchase of one 2009 Yanmar SV100 mini excavator at $107,181.00 and one 2009 Interstate model 50DLA 25 ton trailer at $27,689.00 for a total amount of $134,870.00 from Buck & Knobby Supply Company, Inc. of Ottawa Lake, MI with funds from the Sanitary Sewer System Fund's fund balance.  
 
The mini excavator will replace a 1997 backhoe being used by the Public Services Area, Field Operations Unit.  The primary use for the new machine will be to repair sewer line breaks.  It can also be use for water main repairs when necessary.
 
The mini excavator is more maneuverable, will dig deeper, and is safer to operate then the backhoe.  The excavator's ability to rotate its bucket and cab 360 degrees allows the dump truck to be positioned behind the unit, keeping equipment and personnel out of the flow of traffic.
 
Backhoe number 3774 has been in service for 12 years and has over 2,900 hours of use.  Because of its age this backhoe is no longer reliable.  This unit will be removed from service and sold at the next City auction.
 
The Procurement Office of the Financial Services Area solicited bids for a mini excavator with trailer and Buck & Knobby Equipment Company, Inc. was the lowest responsive bidder.

This purchase was originally budgeted in FY 2009.  A delay in receiving manufacturer specifications resulted in a delay in issuing the invitation to bid which prevented us from bringing the resolution to City Council before the end of the fiscal year.  These unexpended funds would have been returned to the Sanitary Sewer System Fund Balance.
 
Buck & Knobby Equipment Company, Inc. received Human Rights approval on June 22, 2009.

Whereas, Unexpended funds from FY 2009 returned to the Sanitary Sewer System fund balance on or after July 1, 2009; and
 
Whereas, Buck & Knobby Equipment Company, Inc. received Human Rights approval on June 22, 2009;
 
RESOLVED, That the City Council approves an amendment to the FY 2010 Field Operations Unit budget by appropriating $134,869.00 from the Sanitary Sewer System Fund Balance;
 
RESOLVED, That City Council approve the issuance of a purchase order to Buck & Knobby Equipment Company, Inc. for the purchase of one 2009 Yanmar model SV100-1 mini excavator at $107,181.00 and one 2009 Interstate model 50DLA trailer at $27,689.00 for a total of $134,870.00 from the amended FY 2010 Field Operation Unit budget with the funds to be available without regard to fiscal year;
 
RESOLVED, That asset being removed from service, backhoe number 3774, be sold at the next City vehicle auction; and
 
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
