Memorandum
City Council approval is requested to authorize a second year extension for the purchase of up to 2,500 recycling carts from Cascade Engineering.  These carts will be used both for the expansion of the commercial recycling program as well as replacement of some multi-family recycling carts that are now over 15 years old.  These new carts will include decals with color graphics molded into the lids.  
 
Bids for the recycling carts were solicited through ITB 3953, with bids received on June 4, 2008.  The following bids were received:

Cascade Engineering is the low bidder, and is recommended for this purchase. They received Human Rights approval on February 9, 2009 and Living Wage approval on April 28, 2009.  
 
This invitation to bid was for three years, with the option to extend for two additional years upon mutual agreement of both parties.  This authorization is for the second year of the initial three year agreement.   It is recommended that City Council authorize the City Administrator to enter into the third year of the three-year period, plus two additional years upon mutual agreement of both parties.  Since the resin costs did not increase from 2008, the base unit prices for the carts are not being adjusted from the 2008 unit prices.  
 
Funds are specifically budgeted for this purchase in the approved FY10 Operations and Maintenance Budget of the Solid Waste Fund.

Whereas, The City is currently expanding its commercial recycling program, as well as replacing a larger number of multi-family recycling carts;    
 
Whereas, Cascade Engineering was the low bid in response to ITB 3953, with bids received on June 4, 2008, which sought three-year pricing with an option for up to two years of extension;
 
Whereas, Cascade Engineering received Human Rights approval on February 9, 2009 and Living Wage approval on April 28, 2009; and
 
Whereas, Funds for this purchase are available from the approved FY10 Operations and Maintenance Budget for Solid Waste;
 
RESOLVED, That Council accepts the bid of Cascade Engineering of $52.95 per 96 gallon cart and $45.85 per 64 gallon cart, with any changes in the cost of resin per cart after June 30, 2009 to be passed on to the City;  
 
RESOLVED, That the City Administrator be authorized to enter into a purchasing agreement in the amount of $127,050.00 for FY 2010 and to be issued to Cascade Engineering for the purchase of 2,500 recycling carts in the second year of this agreement;
 
RESOLVED, That Council authorize the City Administrator to renew the agreement for up to four additional years subject to mutual agreement of both parties and to the annual appropriation of funds in those respective years, at a quantity of up to 2,500 carts in each of those years;  
 
RESOLVED, That the purchase of the 2,500 recycling carts is to be funded from the approved FY10 Solid Waste Operation and Maintenance Budget; and
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
