Your approval is requested for a 23-Month Service Agreement with Washtenaw County for provision of Information Technology Management Services.

In March 2009 the City of Ann Arbor and Washtenaw County collaborated on a joint datacenter initiative and successfully relocated the Washtenaw County datacenter to the datacenter in Ann Arbor’s City Hall. Since then, staffs from both the City and County Information Technology organizations have been developing plans outlining further opportunities for collaboration.

One area where there is a new opportunity for collaboration is in the oversight of certain City IT staff by a County IT Manager. The City staff in question, three to four employees responsible for Infrastructure Administration and Support, will be managed by the County IT manager responsible for the same IT function within Washtenaw County’s Information Technology Department.

The advantages of this resource sharing arrangement include a reduced staffing burden for the City and County, and consistence in leadership and management for staff performing similar functions at the City and County - which is particularly important to the success of the future collaboration efforts.

Under the service agreement, Washtenaw County will be providing an existing County Information Technology Manager to the City to serve as a City Information Technology Manager 50% of their time. The City will provide this County employee with office space within the City’s Information Technology Service Unit, give direction and oversight pertaining to the County manager’s City role and provide 50% of the County employee’s salary and benefit costs, not to exceed $66,000 annually.
