Resolution to Preserve the City-Owned Parcels at the Northeast Corner of First and William Streets as Open Space

Whereas, Urban green space contributes to the quality of life and vibrancy of many communities;

Whereas, The opportunity and desire exists to create a Greenway along the Ann Arbor Railroad tracks that will connect to and complement the Huron River Greenway and allow still more city residents to enjoy the benefits of walking and cycling on green pathways;

Whereas, The new Greenway could place a pathway along the western edge of Downtown and beyond to the South and to the North to the Huron River Greenway;

Whereas, The Allen Creek Greenway Task Force was formed in order to develop a recommendation for a new Greenway that will follow roughly along the Ann Arbor Railroad Right of Way to the west of Downtown and connect with the existing Huron River Greenway;

Whereas, The Allen Creek Greenway Task Force Report, issued March 16, 2007, recommends that the city-owned parcels at the northeast corner of First and William Streets (“the First and William parking lot site”) be preserved as permanent open space;

Whereas, The City has secured partial funding for the remediation of the First and William parking lot site;

Whereas, First and William parking lot site provides parking revenue to the Downtown Development Authority (“DDA”) and is included in the parking agreement between the City and the DDA;

RESOLVED, That at the time that the City has accomplished the remediation of the First and William parking lot site, that City Council request that the Parks Advisory Commission consider adding the parking lot site to the Parks, Recreation and Open Space Plan, and that the parcel be zoned Public Land by the City;

RESOLVED, The City Administrator shall continue to seek additional funds for the remediation of the First and William parking lot site; and
