Memorandum

Attached for your review and action is a resolution to approve the carry forward of $200,000.00 in unexpended General Funds from the Office of Community Development’s FY 2009 budget for the community’s Joint Integrated Funding (JIF) process, and authorize a three party contract between the City, the Washtenaw Housing Alliance (WHA), and Avalon Housing.  Due to a technical issue with the WHA structure and liability insurance, the two party contract between the City and the WHA was not executed.

 

In approving this resolution the City will enter into a contract with both the WHA, as fiduciary, and Avalon Housing, an agency participating in the JIF pilot.  Avalon Housing has previous experience contracting with the City and fulfilling the requisite legal and programmatic requirements within the JIF contract.

 

Background

On October 20, 2008 City Council approved allocation of $250,000 to contribute funds to the first year of the two-year JIF pilot.  The pilot JIF process is focused exclusively on piloting the provision of up to two years of supportive housing services (using a $5,000/unit/year average as a target funding figure) in units specifically associated with implementing the Blueprint’s “500 Unit Plan” for Permanent Supportive Housing.

 

The WHA and Office of Community Development have been charged with jointly staffing the JIF process, and released a Request for Proposals to local service providers to pilot two-year supportive housing services projects.  Eight agencies submitted applications proposing to provide supportive housing.  These proposals were reviewed and recommended by the WHA Operations Committee, approved by the WHA Board of Directors, endorsed by the JIF Funders’ Committee, and approved by Council.  These agencies and their specific projects include:

Whereas, City Council approved Resolution R-08-433 on October 20, 2008 to help fund the Joint Integrated Funding Pilot Program for a total of $250,000;

 

Whereas, The Washtenaw Housing Alliance was the grantee for this pilot, but for technical reasons was not able to execute a contract with the City;

 

Whereas; Avalon Housing is participating in the Joint Integrated Funding pilot;

 

Whereas; The Washtenaw Housing Alliance has a fiduciary role in JIF, and Avalon Housing is able to fulfill contractual requirements with the City;

 

Whereas, There are $200,000 in unexpended funds remaining from FY 09 for this Pilot Program for Avalon Housing;

 

RESOLVED, That City Council carry forward $200,000 in General Funds from the FY 09 Office of Community Development budget and appropriate these funds to the Office of Community Development FY 10 General Fund budget to provide these funds for the contract with the Washtenaw Housing Alliance and Avalon Housing contract as part of the Joint Integrated Funding Pilot Program;

 

RESOLVED, That City Council approve a $200,000 contract between the City, the Washtenaw Housing Alliance and Avalon Housing consistent with this resolution, subject to approval as to substance by the City Administrator, and approval as to form by the City Attorney with funds to be available without regard to fiscal year; and

 

RESOLVED, That the City Administrator is authorized to take all necessary administrative actions to implement this resolution.
