Memorandum
Attached for your review and approval is a resolution to accept grant funds and approve a grant contract with the Michigan Department of Transportation (MDOT) in the amount of $983,952.03 for the construction of Phase I elements of the DDA’s Fifth & Division Improvements Project.

This Transportation Enhancement grant (Project ENH200700055) will be used to match $6,100,000 in DDA funds approved multi-year project budget . The project and grant will be administered by the DDA who will ensure that all necessary reports are provided to MDOT throughout the duration of this project.

The overall project is intended to make improvements to Fifth Avenue and Division Street so that they not only serve motorists, but they also encourage pedestrian and bicycle transportation choices and enhance residential, civic, and commercial uses along these corridors. This plan supports the goals and strategies set forward in the City’s 2007 Non-Motorized Plan.

Fifth & Division Improvements Project Phase I will include the following:
? Widen Division between Washington and Catherine Streets by burying utility lines and adjusting the curb line to make more room for current/future vehicle traffic, as well as for a new bike lane.
? Install improvements at Division/Packard and Fifth/Beakes to adjust the width of pavement and establish the “culture” of pedestrian/bike friendly streets.
? Stripe bike lanes and install parking along the length of the streets. Parking in the core area will be metered, other parking will be residential.
? Install intersection improvements at Division/Liberty, Division/Washington and Fifth/Liberty to encourage more east/west pedestrian movements and to support the private redevelopment taking place along these core area...
