Memorandum
The City Clerk’s Office has been notified by the University of Michigan Housing Staff that East Quadrangle, a University of Michigan residence hall, located 701 E. University, will be temporarily unusable as a polling place for the August 4, 2009 city primary election due to construction occurring at and around that building during the summer months. South Quadrangle, a UM residence hall located at 600 E. Madison, can accommodate the East Quadrangle Precinct for the August primary as it will not be utilized in August for the Fourth Ward. Affected voters will return to their usual polling place at East Quadrangle (3-1 and 3-2) for the November 3, 2009 City General Election and the South Quadrangle location will be utilized again by the Fourth Ward (4-1). Pursuant to Michigan Election Law, City Council approval is required to designate and prescribe the place or places of holding an election in the city, including emergency relocations.

The City Clerk’s Office anticipates this temporary change will present minimal inconvenience for voters during the August Primary election with an expected low voter turnout on campus during the summer. In addition, the City Clerk’s Office will mail postcard notices of the change to each affected voter in the precinct. Signage will also be posted at East Quadrangle to direct any voters who arrive at the former location.

The City Clerk’s Office is requesting that City Council authorize the City Clerk and the City Administrator to take any necessary action to implement this resolution.
