Attached for your review and approval is Resolution No. 3 establishing the date for the Public Hearing on the Scio Church Improvements Project; Curb and Gutter & Sidewalk Special Assessment District No. 52, File No. 19-0064.

The improvements include constructing a new sidewalk along the south side of Scio-Church Road. Curb and gutter will also be constructed to help improve storm water quality within the project limits. This work will be performed in conjunction with the Scio Church Improvements Project along Scio Church Road from S. Main westerly to S. Seventh Street.

Adoption of this resolution does not make the assessment. It merely sets a date for Public Hearing, after which Council can vote on the assessment. Staff recommends proceeding with a public hearing regardless of whether Council will ultimately impose the assessment.

Whereas, The City Council had directed the City Assessor to prepare a Special Assessment Roll for the purpose of defraying that part of the cost of the following described public improvement to be defrayed by Special Assessment: construction of a new sidewalk system along the south side of Scio Church Road and the construction of curb and gutter from S. Main Street westerly to S. Seventh Street, Scio Church Improvements Project; Curb and Gutter & Sidewalk Special Assessment District No. 52, File No. 19-0064;

Whereas, The City Assessor has prepared said Special Assessment Roll and has the same on file in the Assessor's office with his certificate attached thereto; and

Whereas, The Michigan Tax Tribunal requires appearance and protest at the public hearing in order to appeal the amount of the special assessment, if an appeal should be desired;
