Memorandum

Attached for your approval is a resolution to enter into a construction contract with Inner City Contracting, LLC (Inner City), in the amount of $1,598,500.00, for the Landfill Scale and Entrance Improvements Project, ITB-4575.

 

This Project includes replacement of the existing single-truck scale at the Materials Recovery Facility (MRF) with a new dual scale near the Platt Road entrance to the Wheeler Service Center.  The existing scale, which is at the end of its service life, is used in multiple operations including solid waste transfer station activities, compost facility material tracking, and solid waste and recycling collection weights. Dual scales will improve traffic flow and provide redundancy.  The Project also involves site security improvements including a new automatic gate, communications system to remotely manage the scale, and site monitoring equipment.

 

The proposed project was submitted for Public Plan Review and recommended for approval by the City's Planning Commission on May 21, 2019.

 

Inner City submitted the lowest responsible of 3 bids at $1,598,500.00:

Staff recommends awarding a construction contract to Inner City in the amount of its bid and approving the City’s expenditure of an additional $160,000.00, should contingencies make it appropriate.  It is requested that the total $1,758,500.00 contract and contingency amount be approved for the life of the project without regard to fiscal year.

 

Inner City complies with the City’s Non-Discrimination and Living Wage ordinances.

 

Budget Impact: The FY2020-2025 Capital Improvements Plan (CIP) identifies the Landfill Entrance Improvements Project (MF-SW-12-01).  Total project costs are estimated as follows and are included in the approved Solid Waste Fund Capital Budget:

Whereas, The City’s solid waste facility truck scale is at the end of its useful life and security improvements are appropriate at City’s closed Landfill;

 

Whereas, The approved Solid Waste Fund Capital Budget includes funding for new scales and security improvements;

 

Whereas, Bids were received by the Procurement Unit on April 30, 2019 and Inner City Contracting, LLC (Inner City) was the lowest responsible bidder at $1,598,500.00;

 

Whereas, It is now appropriate to enter into a contract with Inner City for the Landfill Scale and Entrance Improvements Project; and

 

Whereas, Inner City complies with the City’s Non-Discrimination and Living Wage Ordinances.

 

RESOLVED, That a construction contract in the amount of $1,598,500.00 be awarded to Inner City for the Landfill Scale and Entrance Improvements Project (Bid No. ITB-4575);

 

RESOLVED, That a contract contingency amount of $160,000.00 be established within the project budget and that the City Administrator be authorized to approve additional change orders to the construction contract with Inner City not to exceed $160,000.00;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney, and approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
