Resolution to Approve a Contract with the Michigan Department of Transportation for the Jackson Avenue Safety Improvements Project ($169,000.00)

Memorandum

Attached for your review and consideration, please find a resolution to approve a contract between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the construction phase of the Jackson Avenue Safety Improvements Project.  The agreement prescribes the cost sharing of the construction, as well as each party’s rights and responsibilities, and is required for the project to receive its share of Federal funding from the Highway Safety Improvement Program (HSIP).

 

This project is the result of annual safety audit work, which identified a high crash pattern on the curve of the City’s portion of westbound Jackson Avenue west of Gralake Street, as well as substandard and damaged guardrail. This project proposes to install a high-friction surface on the horizontal curve at this location, install curve warning signs, and replace and upgrade the existing guardrail.

 

The City applied for and was awarded an HSIP grant for federal fiscal year 2019 for the above referenced scope of work. Construction is expected to begin late summer in 2019 and the total duration of the project is expected to last three to four weeks.

 

The City submitted final plans to MDOT for bidding, with the project expected to be let in April.  MDOT will award a contract to the qualified low bidder and administer the contract. The City will act as the project engineer. 

 

Budget/Fiscal Impact:  The Jackson Avenue Safety Improvements Project is in the City’s Capital Improvements Plan as project TR-OT-20-01. The Engineer’s estimate for the project’s construction is $169,000. The estimated total cost of the project is $240,000. In total, the City will be receiving approximately $135,200 in HSIP Grant funds for this project.  The federal funding will be used to fund participating construction expenses. The City will be funding the local share of the construction costs and the design, construction engineering, and material testing costs from the approved Major Street Fund Capital Budget ($104,800).

Whereas, The Jackson Avenue Safety Improvements Project will improve safety on westbound Jackson Avenue west of Gralake Street in an area with a documented and correctable crash history;

 

Whereas, The project consists of the installation a high-friction surface on the horizontal curve at this location, installation of curve warning signs, and replacement of the existing guardrail;

 

Whereas, The City of Ann Arbor received a Highway Safety Improvement Program (HSIP) Grant for the proposed scope of work, and the local share of the project is included in the approved Major Street Fund capital budget; and

 

Whereas, It is necessary to approve the cost sharing agreement with the Michigan Department of Transportation so that the project can proceed;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute Michigan Department of Transportation Contract No.19-5093 for the Jackson Avenue Safety Improvements Project, substantially in the form on file with the City Clerk, following approval as to substance by the City Administrator, and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
