Resolution to Approve Change of Route and Closed Streets for the 2019 Ann Arbor Marathon on Sunday, March 24, 2019
Memorandum
Attached for your approval is a resolution to approve a change of route for the 2019 Ann Arbor Marathon, currently scheduled to close streets from 4:00 AM until 1:30 PM on March 24, 2019. While the event ends at 1:30 PM, the organizer requests to close the Fifth from Hill to Madison until 3:00 PM. In response to residents’ concerns regarding the intrusion into the neighborhood, the applicant has revised the route to lessen the impact of the event and will also ensure that residents will have access to their homes when it is safe. Council approved the Marathon at R-19-088 but was unaware there was no resident feedback at that time. The organizer has worked with the Neighborhood Association Chair to find a solution. The Beer Tent will be on Fifth Avenue and not within the neighborhood. While this event has occurred annually, and last year presented no major concerns, this year the beginning of the route was modified to address University concerns and the Resolution was submitted to Council with no opportunity for community impact. The revised changes occur at the start and finish of the race. The impacted streets are noted below. The streets will open as soon as safely possible and any slow walkers/runners will be directed to sidewalks as the race thins:

Whereas, The City has received a request to approve the updated closing of certain streets for the Ann Arbor Marathon Running Event on Sunday, March 24, 2019 from 4:00 A.M. to 1:30 P.M.;
Whereas, Fifth Avenue between Hill and Madison will remain closed until 3:00 P.M.;
Whereas, the Sponsor is requesting the City close the following streets from 4:00 A.M. to 1:30 P.M. for the race and cleanup with streets to reopen as soon as safely possible after participants have cleared the areas:
• Hill from Brown to State
• Fifth from Hill to Madison
• Brown from Hoover to Hill
• South Division from Hoover to Hill
• Hoover from Brown to Division
• State to South University
• South University to East University
• East University to North University
• North University to Observatory
• Observatory to Geddes
• Geddes to Huron Parkway
• Huron Parkway to Dixboro Road
• Dixboro Road to Gallup Park
• Fuller Road to Fuller Court
• Huron Parkway from Fuller Road to Geddes
• Fuller Court between Gallup Park and E. Medical Center Drive
• Washington Heights between E. Medical Center Drive and Observatory
Whereas, The street closures will be signed, barricaded and properly supervised;
Whereas, The Sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, and to comply with all City regulations governing the use of the streets;
Whereas, The Sponsor will submit an application for approval from the State of Michigan Liquor Control Commission for temporary sales service and consumption of alcoholic beverages in the defined areas pursuant to the M.L.C.C. regulations;
Whereas, The Sponsor has agreed to pay the cost of City services associated with the staging of this event; and
Whereas, Notification of the street closings will be provided through the City’s website, GovDelivery and the sponsor’s communication plan;
RESOLVED, That a special liquor license for the event be approved, contingent upon approval from the Michigan Liquor Control Commission;
RESOLVED, That the Sponsor will pay the cost of City services associated with the staging of this event; and
RESOLVED, That City Council approve the closing of the following streets on Sunday, March 24, 2019 from 4:00 A.M. to 1:30 P.M. with streets to reopen as soon as safely possible after participants have cleared the areas:

• Brown from Hoover to Hill
