Memorandum
Attached for your consideration and approval is a request from Grizzly Peak Brewing Company and the Blue Tractor to close half the block of W. Washington Street from S. Ashley Street to the public alley toward S. Main Street from 3:00 P.M. on Friday, September 18 to 1:00 A.M. on Sunday, September 20, 2009 for Oktoberfest. The event itself will run from 4:00 P.M. on Friday, September 18 through Midnight on Saturday, September 19, 2009. The remainder of the time will be used for set up before the event and cleanup following the event. The intersection of S. Main Street and Washington Street will remain open during the event.

The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses.

The sponsor will mail written notice to all affected businesses, religious institutions and area residents not less than 14 days prior to the event.

Police Services and Transportation Services have not approved this event because it is scheduled to take place on a University of Michigan home football weekend, which is consistent with practices to not permit street closures when there is a home football game. The University of Michigan will be playing Eastern Michigan University. City administration is recommending that Council approve the street closing for this event.
