Attached for your consideration is a resolution to approve the 2009 Ann Arbor Jaycees Carnival to be held at Pioneer High School from Thursday, July 9 to Sunday, July 12, 2009.

After a number of years with few problems at the Jaycees Summer Carnival, Police presence was reduced in 2007. However, serious problems occurred during the 2007 event, and in an effort to regain control of the event, and following discussions in 2008 between the sponsor and Police Services, scheduled Police presence was to be significantly increased from 5:00 PM to closing each night, with the doubling of the number of officers and the addition of a supervisor as well as a reduction in later evening hours. The 2007 preliminary estimated Police costs were approximately $4,000.00 and the estimate for the 2008 services was approximately $9,000.00. This year’s estimate is $9,500.00.

Although the number of days for this year’s event has increased to 4 days from 3 days in 2007, the daily hours of operation have been reduced. The 2007 hours of operation were:

Thursday 4:00 PM - Midnight
Friday Noon - Midnight
Saturday Noon - 8:00 PM

In 2008 the sponsor again requested closing times of Midnight on Thursday, Friday and Saturday, but as a result of the problems in 2007 and after discussion with Police Services, the requested hours were modified to:

Thursday 4:00 PM - 10:00 PM
Friday Noon - 10:00 PM
Saturday Noon - 10:00 PM
Sunday Noon - 8:00 PM

The carnival company contracted with the Jaycees last year cancelled their contract with the Jaycees for the July, 2008 event citing a significant projected loss in revenue due to the earlier closing times, stating that a high percentage of revenue was achieved during the later evening hours.
